WC Docket No. 26-173 is the first comprehensive review of USAC since 1998. It proposes writing schools, libraries, and health care providers into the audit rule, codifying extrapolated recoveries from statistical samples, requiring payment before appeals resolve, and cutting the USAC board from 20 to 13 — eliminating the Schools and Libraries Committee along the way.

Comments close July 13; proposed effective date October 1. Grantees who do not begin building cost-allocation systems now will not be able to bid on FY27 NOFOs.
