Office on Violence Against Women (OVW) | Consolidated Youth Grant Program: FY 2026 Notice of Funding Opportunity Partnership Information Information for Victims in Large Cases Consolidated Youth Grant Program: FY 2026 Notice of Funding Opportunity Partnership Information An application must include the required roles for the Consolidated Youth Grant Program statutory purpose that the project will address (see below and in the FY 2026 Notice of Funding Opportunity ).
To do so, the application must include the organizations listed below under each statutory purpose as either the lead applicant or a project partner. The proposal narrative and the memorandum of understanding (MOU) (if applicable) should clearly state which organization satisfies each role. Applications that do not include the required roles below may be removed from consideration for funding.
Note: In some cases, the lead applicant may be able to fill all required roles and therefore not have a partner nor submit an MOU. For the definition of a victim service provider, please refer to Eligible Applicants and 34 U.S.C. § 12291(a)(50).
Statutory Purpose 1: Provide services to advocate for and respond to youth who are victims of domestic/dating violence, sexual assault, stalking, and sex trafficking. A victim service provider with: a. a demonstrated primary purpose of providing direct victim services for youth who are victims of and/or exposed to domestic violence, dating violence, sexual assault, stalking, and/or sex trafficking; b.
a demonstrated primary purpose of serving adult victims of domestic violence, dating violence, sexual assault, stalking, and/ or sex trafficking, as well as a designated component that provides direct victim services to youth who are victims of and/or exposed to the aforementioned crimes; A community-based organization with demonstrated expertise in developing or providing specialized programming or services to youth.
Statutory Purpose 2: Provide assistance to children and youth exposed to such violence. A victim service provider with: a. a demonstrated primary purpose of providing direct victim services for children who are victims of and/or exposed to domestic violence, dating violence, sexual assault, stalking, and/or sex trafficking; b.
a demonstrated primary purpose of serving adult victims of domestic violence, dating violence, sexual assault, stalking, and/ or sex trafficking, as well as a designated component that provides direct victim services to children who are victims of and/or exposed to the aforementioned crimes; a school or a community-based organization with demonstrated expertise in developing or providing specialized programming or services to children.
Statutory Purpose 3: Provide assistance to middle and high school students through education and other services related to such violence. A victim service provider with: a. a demonstrated primary purpose of providing direct victim services for children and/or youth who are victims of and/or exposed to domestic violence, dating violence, sexual assault, stalking, and/or sex trafficking; b.
a demonstrated primary purpose of serving adult victims of domestic violence, dating violence, sexual assault, stalking, and/ or sex trafficking, as well as a designated component that provides direct victim services to children and/or youth who are victims of and/or exposed to the aforementioned crimes; a school or school district.
Statutory Purpose 4: Provide programs to engage men and youth in preventing domestic violence, dating violence, sexual assault, and stalking (Violence Against Women Act [VAWA] crimes) A victim service provider with a history of effective work with children and/or youth focused on preventing the specific VAWA crimes(s) which the proposed project will address, Two separate organizations: a. a victim service provider b.
a community-based organization, Tribe or Tribal organization, or non-profit, nongovernmental organization that has a history of effective work with children and/or youth focused on preventing the VAWA crime(s) which the proposed project will address.
