OVW administers Violence Against Women Act (VAWA) grants designed to prevent and respond to domestic/dating violence, sexual assault, and stalking. This is a notice of funding opportunity (NOFO) for the OVW Grants to Indian Tribal Governments Program (Tribal Governments Program or TGP) .

TGP assists Tribal governments (or their authorized designees) in strengthening the criminal justice response to domestic violence, dating violence, sexual assault, sex trafficking, and stalking in Tribal communities. OVW FY 2026 Tribal Governments Program > U.S. Department of Justice | Office on Violence Against Women | 4 The types of entities that are eligible to apply are: • Indian Tribal governments 1 • Authorized designees of Indian Tribal governments 2 Applicants that have a current TGP award may apply but are unlikely to be funded if they have enough funds to carry their project through September 30, 2027.

Cost sharing and application limit: This NOFO does not require cost sharing (match). You may submit only one application under this NOFO. If you submit multiple versions of the same application, only the most recent system-validated version will be reviewed.

Additional Eligibility Factors Collaboration: Per 34 U.S.C. § 10452(b), all applicants must demonstrate that their proposal was developed in consultation with a nonprofit, nongovernmental Indian victim services program. Applicants may meet this requirement through consultation with women in the community to be served.

Applicants describe this collaboration in the Tribal resolution or equivalent documentation: A Tribal designee or consortium applicant must submit a Tribal resolution or equivalent documentation demonstrating that the applicant is authorized to apply on behalf of the Tribe(s). It must be current and signed by the applicable authorized representative(s).

A Tribal consortium may submit bylaws or other governance documents that allow the consortium to apply on behalf of member Tribes, instead of a separate resolution from each consortium member. If a Tribal designee or consortium applicant cannot get the required documentation before the application deadline, then they may submit a letter explaining the situation.

However, if OVW does not receive the resolution or equivalent by September 30, 2026, then funding may be denied or delayed. Disqualifying factors: Factors that may result in removal during the review process are described on the OVW website . In addition, any nonprofit organization that holds money in offshore accounts for the purpose of avoiding the tax described in section 511(a) of the Internal Revenue Code is ineligible.

§ 12291(b)(15)(B)(i). OVW FY 2026 Tribal Governments Program > U.S. Department of Justice | Office on Violence Against Women | 5 Statutory Authority/Program Goals and Objectives Per 34 U.S.C. § 10452, funds must be used for one or more of the following purposes: 1.

Government Strategies: Develop and enhance effective governmental strategies to prevent, investigate, and prosecute violent crimes against women and increase the safety of Indian women consistent with tribal law and custom. 2. Tribal Capacity: Increase tribal capacity to investigate, prosecute, and respond effectively to domestic violence, dating violence, sexual assault, sex trafficking, and stalking crimes against Indian women.

3. Tribal Justice: Strengthen tribal justice interventions including tribal law enforcement, prosecution, courts, probation, and correctional facilities. 4.

Enhanced Services: Enhance services to Indian women victimized by domestic violence, dating violence, sexual assault, sex trafficking, and stalking that support victim safety and participation in the justice process. 5.

Education and Prevention: Work in cooperation with the community to develop education and prevention strategies that deter violent crime and encourage reporting and cooperation with law enforcement regarding domestic violence, dating violence, sexual assault, sex trafficking, and stalking. 6.

Supervised Visitation and Exchange: Provide programs for supervised visitation and safe visitation exchange of children in situations involving domestic violence, sexual assault, or stalking committed by one parent against the other with appropriate security measures, policies, and procedures to protect the safety of victims and their children. 7.

Transitional Housing: Provide transitional housing for victims of domestic violence, dating violence, sexual assault, sex trafficking, or stalking, including rental or utilities payment assistance and assistance with related expenses such as security deposits and other costs incidental to relocation to transitional housing, and support services to enable a victim of domestic violence, dating violence, sexual assault, sex trafficking, or stalking to locate and secure permanent housing and integrate into a community.

8. Legal Assistance: Provide legal assistance necessary to provide effective aid to victims of domestic violence, dating violence, sexual assault, sex trafficking, and stalking who are seeking relief in legal matters arising as a consequence of that abuse or violence, at minimal or no cost to the victims. 9.

Youth Services: Provide services to address the needs of youth 5 who are victims of domestic violence, dating violence, sexual assault, sex trafficking, or stalking and the needs of youth and children exposed to domestic violence, > 5Ages 11-24, see 34 U.S.C. § 12291(a)(52).

Legislation and Policies: Develop and promote legislation and policies that enhance best practices for responding to violent crimes against Indian women, including the crimes of domestic violence, dating violence, sexual assault, sex trafficking, and stalking. 11.

Missing or Murdered Indians - Law Enforcement: Develop, strengthen, and implement policies, protocols, and training for law enforcement regarding cases of missing or murdered Indians as described in 25 U.S.C. § 5704. 12.

Missing or Murdered Indians - Data: Compile and annually report accurate investigative and case outcome data to the Attorney General related to missing or murdered Indians, as described in 25 U.S.C. § 5705. Expected outcomes: OVW will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.

Agency Funding Priorities OVW may give priority consideration to applicants that propose projects designed to advance the following public-safety priorities (as applicable within the scope of this NOFO): 1.

Combatting human trafficking and transnational crime, particularly crimes linked to illegal immigration, transnational criminal organizations, and cartel operations, including projects that strengthen law enforcement investigation and prosecution while supporting safety and justice for trafficking victims who have also suffered domestic/dating violence, sexual assault, and/or stalking. 2.

Projects primarily dedicated to criminal justice responses—including investigation, arrest, prosecution, and enforcement of protective orders— particularly in small towns and rural, remote, and Tribal communities. Note: Addressing these priorities is one of many factors that OVW considers in making funding decisions. Receiving priority consideration does not guarantee funding.
