OVW administers Violence Against Women Act (VAWA) grants designed to prevent and respond to domestic/dating violence, sexual assault, and stalking.

This is a notice of funding opportunity (NOFO) for the State and Territory Domestic Violence and Sexual Assault Coalitions Program (Coalitions Program) .

It provides grants to state and territory domestic violence and sexual assault coalitions for the purposes of coordinating state victim services activities and collaborating and coordinating with federal, state, and local entities to encourage appropriate responses to domestic and sexual violence. 1 See Eligibility and Program Description for details. §§ 10441(c)(1) & 12511(d)(2) OVW FY 2026 Coalitions Program > U.S. Department of Justice | Office on Violence Against Women | 4 • Nonprofits with or without 501(c)(3) status with the Internal Revenue Service • Per 34 U.S.C § 10441(c)(2), eligible entities for this program are determined by the Department of Health and Human Services. As of May 2026, eligible entities for this program can be found at State and Territory Coalitions .

This list may be subject to change, in which case OVW will notify any affected coalition.

Of the eligible entities: • Domestic violence coalitions will get a grant award of $106,581 from set-aside funds under the STOP Formula Grant Program (STOP); • Sexual assault coalitions will get a grant award of $236,484 from set-aside funds under the STOP ($107,256) and Sexual Assault Services Program (SASP) ($129,228); and • Dual coalitions, meaning those designated as both the sexual assault and domestic violence coalition, will get a grant award of $343,065 from set-aside funds under STOP ($213,837) and SASP ($129,228).

Cost sharing: This program does not require cost sharing (match). ## 3. PROGRAM DESCRIPTION Statutory Authority/Program Goals and Objectives Per 34 U.S.C.

§ 10441(c), STOP set-aside funds must be used for one or more of the coordination purposes identified in 34 U.S.C. § 10441(c)(1). Per 34 U.S.C.

§ 12511(d)(2), SASP set-aside funds must be used to encourage appropriate responses to sexual assault as described in 34 U.S.C. § 12511(d)(2). Expected outcomes: OVW will measure success by reviewing a recipient’s submission of performance reports and data and the extent to which project implementation reflects progress toward the goals and objectives of this NOFO.

The chart you use depends on whether you are a domestic violence coalition, sexual assault coalition, or dual coalition.

Applicants must upload the appropriate chart as an attachment in JustGrants. Budget and Associated Documentation Use the Sample Budget Narrative (attach file in JustGrants) to submit the budget. Refer to Budget Information and the Creating a Budget webinar for more information: • List each cost needed to implement the project under the appropriate cost category.

• Clearly name and describe each cost. • Show the computation of each cost ( e.g. , cost per unit, number of units, and total cost). • Enter narrative, as needed, to explain the cost calculations and connection to your project goals, objectives, and activities.

• Include only costs that are reasonable, allocable, and necessary to implement the project. They must be allowable under the funding statute and agency requirements. 2 • Distinguish clearly between subawards and contracts in allocating any grant funds to other entities, if applicable.

3 • For sexual assault coalitions and dual coalitions, clearly break out the STOP and SASP set-asides. See Eligibility section for amounts. • Set aside a minimum of $5,000 on the Travel line to participate in training and technical assistance.

Budget/Financial Attachments • Indirect Cost Rate Agreement (if applicable): If the budget includes indirect costs, upload your current, federally approved indirect cost rate agreement. • Applicant Financial Capability Questionnaire (if applicable): Nonprofit, nongovernmental organizations that have not previously (or within the last three years) received funding from OVW must complete and upload this form.
