Owner-Occupied Housing Rehabilitation Program (Monroe County Redevelopment Authority) is sponsored by Redevelopment Authority of the County of Monroe. Designed to preserve the county's existing housing stock by providing essential repairs to low- and moderate-income, elderly, and disabled Monroe County homeowners.

Homeowner Assistance | Monroe County RDA Helping Monroe County Residents Maintain Safe, Stable, and Affordable Homeownership Owner-Occupied Housing Rehabilitation Program The Monroe County Owner-Occupied Housing Rehabilitation Program is designed to help preserve the county’s existing housing stock by providing essential repairs to low- and moderate-income homeowners.

This program aims to eliminate unsafe and unhealthy conditions, assisting low-moderate income, elderly, and disabled Monroe County residents with vital health, safety, and energy efficient repairs. This program is made possible through a variety of funding, including local, state, and federal sources managed by the Redevelopment Authority of the County of Monroe.

Eligible Repairs and Improvements Based on available funding and the results of a full property inspection, the following work may be eligible under this program: Heating, electrical, plumbing, and roofing system repairs Energy-efficiency upgrades Structural repairs (e.g., decks, porches, and walls) Window and door replacement Lead hazard testing (for homes built before 1978) Radon testing for all homes Cosmetic upgrades and general maintenance are not eligible.

All work must comply with Housing Rehabilitation Standards and will be approved based on safety, health, and program guidelines.

To qualify for the Owner-Occupied Housing Rehabilitation Program, applicants must: Be a U.S. citizen and Monroe County resident Own and occupy a single-family home in Monroe County as a primary residence Have lived in the home for at least 12 months prior to applying Verify that the home is not for sale Meet income eligibility guidelines (at or below 80% of area median income, as defined by HUD) Be current on mortgage, property taxes, water/sewer bills, and HOA dues (payment plans may be accepted) Maintain active homeowner’s insurance Have no tax liens at the federal, state, or local level The Monroe County Housing Rehabilitation Program provides owner-occupied, income-eligible households with health, safety, and energy repairs.

*Income limits are subject to change annually according to HUD Guidelines. Qualified homeowners may receive assistance through a 0% interest deferred payment loan, secured by a mortgage on the property. This loan is forgivable over a 7-year period, with 1/7 forgiven each year.

The remaining balance is due only if the home is sold or transferred during this affordability period. Homeowners must maintain insurance coverage with the Redevelopment Authority listed as an additional mortgagee. Specific loan terms will be provided upon approval.
