Owner-Occupied Residential Rehabilitation Program (OORP) is sponsored by City of San Bernardino in partnership with NPHS. This program offers financial assistance to eligible low-income homeowners in San Bernardino to make essential home repairs and improvements, including health and safety repairs, structural upgrades, accessibility modifications, and energy efficiency improvements.

Eligible activities must meet one of the following national objectives: Purpose : Provides flexible funding to address a wide range of community development needs, primarily benefiting low- and moderate-income individuals. Eligible Activities : Housing rehabilitation, public infrastructure improvements, economic development projects, and public services.

Eligible Subrecipients : Local governments, nonprofits, and, in some cases, private developers carrying out economic development activities. Emergency Solutions Grant The City's ESG program focuses on addressing the needs of homeless residents in emergency or transitional shelters by assisting people to quickly regain stability in permanent housing after experiencing a housing crisis and/or homelessness.

Purpose : Assists individuals and families to quickly regain stability in permanent housing after experiencing a housing crisis or homelessness. Eligible Activities : These include street outreach, emergency shelter, homelessness prevention, rapid rehousing, and Homeless Management Information Systems (HMIS). Eligible Subrecipients : Local governments, nonprofit organizations, and public housing agencies (PHAs).

The City's HOME program focuses on developing low-income housing by affording housing and infilling projects in partnership with Community Housing Development Organizations and affordable housing developers. Purpose : Provides grants to state and local governments to create affordable housing for low-income households.

Eligible Activities : Supports activities such as building, buying, and rehabilitating affordable housing for rent or homeownership and providing direct rental assistance. Eligible Subrecipients : Nonprofit housing organizations, Community Housing Development Organizations (CHDOs), and other local housing agencies.

It has awarded its 2026-2027 Community Development Block Grant (CDBG) program, Emergency Solutions Grant (ESG), and HOME Investment Partnership (HOME) grant recipients.

This program may provide up to $40,000 in forgivable loans to assist with health and safety repairs, structural upgrades, accessibility modifications, and energy efficiency improvements. The goal of the program is to help homeowners maintain safe, habitable, and code-compliant residences while preserving the city’s housing stock and enhancing community sustainability.

To qualify for the program, applicants must own and occupy their home as their primary residence, have a household income at or below 80% of the Area Median Income (AMI), and reside in a single-family home, townhome, or condominium within the City of San Bernardino.

Eligible repairs covered by the program include roofing, plumbing, electrical, and HVAC system repairs, foundation stabilization, mold and pest remediation, lead-based paint hazard reduction, and the installation of accessibility features such as wheelchair ramps and grab bars. Additionally, energy-efficient upgrades like insulation, window replacements, and solar panel installations may also be funded.

The financial assistance is structured as a deferred payment loan with a 3% interest rate, requiring no monthly payments unless specific conditions are triggered, such as selling the home, transferring ownership, or refinancing with cash-out. The loan is forgiven over a 10-year period, with 20% of the loan amount forgiven annually starting in year six.

By the end of year ten, the full loan amount is forgiven, provided the homeowner continues to meet the program’s conditions.

Due to limited funding, applications are reviewed on a first-come, first-served basis, so early submission is encouraged. The Micro Enterprise program offers business development workshops to existing small business owners and aspiring small business owners in the City of San Bernardino.

The purpose of the workshops is to educate small business owners on techniques to grow their businesses and about existing local, state, and federal requirements for operating a business. Workshops are presented in English and Spanish. Participants learn about topics such as business leadership, marketing, registration of Employee Identification Number / Taxpayer Identification Number, and certifications for their small businesses.

City of San Bernardino residents and business owners can also have one-on-one business consultations at no cost. For more information contact 909-983-0751. The Infill Housing Program uses city-owned vacant lots to build single-family homes.

Single-family homes consist of manufactured homes and wood frame homes. The City currently has two consultants administering this program, which includes selling homes to income-qualified households who need to meet 80% of Low-Moderate Income (LMI). In 2019 the 80% LMI for a family of four is $57,450 and for a family of five it is $62,650.
