## Requests for Proposals ## To develop community-based primary support and family preservation services The department, through its Child Safety and Permanency Division, is seeking proposals from qualified responders to develop community-based primary support and family preservation services. These services are intended to support African American and other disproportionately represented children in the Minnesota child welfare system.
The term of any resulting contract is anticipated to be for three years (initial two years and one year extension), from July 1, 2026, until June 30, 2029. The department may extend the contract up to a total of five years, contingent upon successful contract performance and outcome achievement and funding availability.

Learn more about future RFP ## To become trained and certified to assess placement of children The Minnesota Department of Children, Youth, and Families, through its Child Safety and Permanency Administration, is seeking applications from qualified Responders to become trained and certified Qualified Individuals (QIs).
QIs complete assessments for the placement of children in a Qualified Residential Treatment Program (QRTP) and determine the least restrictive environment appropriate for the child and their needs. The department seeks individuals to join a pool of Qualified Individuals tasked with conducting QRTP assessments.
As contracted QIs are expected to maintain independence, they cannot be employed by or affiliated with child welfare placing agencies (county or Tribal), residential treatment facilities or private placing agencies. They are also precluded from involvement in making placement decisions for children in the child welfare system, including acting as foster parents or guardians ad litem. **Due: Solicitation is ongoing.
**Applications accepted as long as funding is available. **RFP term:**The term of the initial grant period is anticipated to be from July 1, 2026, to June 30, 2027, with the possibility of extending to June 30, 2028.
