Affordable housing developers seeking second round NVRC PDC Housing Grant (Housing Grant) funding should submit a preapplication package, which includes background on the project and funding, assessment of the project in terms of standard and priority ranking factors, and a budget/budget narrative form. The deadline for receipt of preapplications is Wednesday, February 26, 2025, by 5PM, no exceptions.

Preapplications received after this date/time will not be considered. No phone calls please. The completed preapplication package should be submitted via email to msimmons@novaregion.

org . Submitting a preapplication does not commit the developer to accept Housing Grant funding, nor does NVRC’s acceptance of the preapplication materials create an obligation or intent for it to fund the developer. NVRC’s application to Virginia Housing is not due until the first week in March, and NVRC does not expect any funding announcements until late May/early June 2025.

Once an award is received by NVRC, it will be back in touch with the applicants to conclude the application process. NVRC will apply for the maximum amount available to a single planning district, which is $1. 5M.

After subtracting a small administrative fee, this award will provide funding sufficient to make three to four awards, depending on the merit of pre-applications received. There is no guarantee that NVRC will receive funding, or if received, that funding will total $1. 5M.

If NVRC receives an award that is less than $1. 5M, the number of awardees and/or size of the awards will be reduced. General rules for use of NVRC PDC Housing Grant funding are included in Virginia Housing’s Regional Housing Development Program Handbook .

Please note this handbook is written from the perspective of Virginia Housing describing what NVRC must do to maintain compliance with the funding once received. Subcontracts offered by NVRC to successful applicants will contain many of these same requirements. This grant operates on a cost reimbursement basis with progress reports and claims for reimbursement submitted quarterly to NVRC.

NVRC compiles the reports and claims in a quarterly submission to Virginia Housing for payment. Once payment is received, NVRC issues payments to participating developers. Eligible activities for reimbursement by the grant are noted on pages 5-6 of the Handbook.

As one exception to the Handbook, NVRC will not entertain any requests for acquisitions funding this round, as the project development period is too short. Please note Virginia Housing uses a very narrow interpretation of rehabilitation allowable in this funding stream.
