Behavioral Health Services Act (BHSA) 2026-2030 Workforce Education and Training (WET) Plan The draft BHSA 2026-2030 Workforce Education and Training (WET) Plan is now available for public review and comment. Read the BHSA 2026-2030 WET Plan Submit Comments by 12 p. m.
May 29 The draft BHSA 2026-2030 WET Plan outlines a proposed statewide approach to strengthening and sustaining California’s behavioral health workforce through targeted education, training, and workforce development investments. Informed by extensive community engagement, the Plan presents objectives and strategies designed to support the county behavioral health system and advance statewide priorities under the BHSA.
As HCAI continues to gather input from stakeholders and the public, additional updates may be made. An ADA-accessible and plain-language version of the Plan will be posted soon. Second Session Added!

Each session will highlight key priorities, proposed strategies, and planned investment areas.
These webinars provide stakeholders and members of the public an opportunity to learn about the draft plan and better understand how it aims to strengthen California’s behavioral health workforce. To accommodate more participants, a second webinar session has been added . Both sessions will cover the same content—please register for the date that works best for you : 9:30 a.

m. PST HCAI is continuing its development of the BHSA 2026–2030 WET Plan, as required pursuant to Welfare and Institutions Code section 5820, subdivisions (c)–(e).
The BHSA 2026-2030 WET Plan identifies behavioral health workforce needs in California’s county behavioral health system and provides a framework for the strategic allocation of BHSA funds to support workforce education, training, and development initiatives that will advance access to quality care for individuals with significant behavioral health conditions.
HCAI is collaborating with the California Behavioral Health Planning Council (CBHPC) throughout the development of the Plan. Consistent with statutory requirements, CBHPC will review and approve the final BHSA 2026–2030 WET Plan, and it is expected to be published in Summer 2026. The previous 2020-2025 WET Plan was reviewed and approved by the CBHPC.

2026-27 Peer Personnel Grant Guide 2026-27 Technical Assistance Guide Peer Personnel Training and Placement Grant Program Funding Webinar – January 21, 2026 Peer Personnel Training and Placement Grant Program Funding Webinar Recording – January 21, 2026 2026 Peer Personnel Training and Placement Program Award Notice Medi-Cal Behavioral Health Residency Training Program # HCAI is offering the Medi-Cal Behavioral Health Residency Training Program (MBH-RTP) as part of the Behavioral Health Community-Based Organized Networks of Equitable Care and Treatment (BH-CONNECT) Workforce Initiative.
The goal of the MBH-RTP is to increase the availability of General Psychiatrists, Child and Adolescent Psychiatrists, Addiction Psychiatrists and Addiction Medicine Physicians that are trained and serve in Medi-Cal safety net settings. Find out if you are eligible for HCAI funding. Previously Funded Programs # The programs below do not have future planned funding at this time.
Community-Based Organization Behavioral Health Workforce Grant Program # The Community-Based Organization (CBO) Behavioral Health Workforce Grant Program will support CBOs to recruit and retain behavioral health personnel, and provide loan repayments, scholarships, and stipends to paid and unpaid CBO behavioral health staff.
Addendum to 2022-2023 Grant Guide Addendum 2 to 2022-2023 Grant Guide Addendum 3 to 2022-2023 Grant Guide Addendum 4 to 2022-2023 Grant Guide Addendum 5 to 2022-2023 Grant Guide Substance Use Disorder/Justice System-Involved Youth (SUD/JSIY) Training Request for Information # HCAI invites vendors to review and respond to this non-binding Request for Information (RFI), which will provide information to HCAI to inform the planning, design, development, and launch of the behavioral health training for non-medical and non-behavioral health professionals by June 2023.
HCAI may use the RFI to contract with one of the respondents of this RFI. HCAI will use the responses to this RFI to develop a scope of work for the aforementioned contract.
Substance Use Disorder Earn and Learn Grant Program # This grant opportunity will result in a three-year agreement with Substance Use Disorder Earn and Learn organizations who provide education and paid job experience for students earning their Substance Use Disorder certification.

An informational webinar was held on March 7, 2024 2023-24 SWECE Program Grant Guide 2023-24 SWECE Technical Assistance Guide Social Work Education Capacity Expansion (SWECE) 2024 Awardees Psychiatric Education Capacity Expansion (PECE) – Psychiatric Mental Health Nurse Practitioner (PMHNP) Grant Program # The purpose of this program is to enter into grant agreement(s) for grantee(s) to fund increased numbers of Psychiatric Mental Health Nurse Practitioners (PMHNPs) training in California, including, but not limited to: Adding PMHNP field placements.
Recruiting PMHNP students who can provide care consistent with PECE guiding principles. Recruiting culturally diverse PMHNP students who can provide culturally competent care. Increasing the number of hours PMHNP students are trained.

This grant opportunity will result in funding organizations to train Registered Nurse trainees to work in underserved communities. Such strategies shall incorporate the following elements: 1.Establishing procedures to identify, recruit, and admit registered nurse trainees who possess characteristics which would suggest a predisposition to practice in areas of unmet need, and who express a commitment to serve in areas of unmet need. 2. Implementing counseling and placement programs to encourage training program graduates to enter practice in areas of unmet need. 3.Providing preceptorship experience in an area of unmet need to enhance the potential of training program graduates to practice in such an area.
