Permanent Local Housing Allocation Program (PLHA) | California Department of Housing and Community Development Permanent Local Housing Allocation Program (PLHA) Formula Application Period Through February 2027 (Cycle 1), February 2032 (Cycle 2). PLHA provides funding to local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.
The program provides formula grants to entitlement and non-entitlement jurisdictions and competitive grants to non-entitlement jurisdictions. NOTE: The Competitive Component NOFA is closed.

There are two types of assistance under PLHA: Formula grants to entitlement and non-entitlement jurisdictions based on the formula prescribed under federal law for the Community Development Block Grant. Competitive grants to non-entitlement jurisdictions. Funding amounts will vary based on annual revenues to the Building Homes and Jobs Trust Fund.
Applications for the formula allocation must be submitted within 48-months of the budget appropriation.
If a local government does not submit a complete application within that time frame, the allocation will revert to the Housing Rehabilitation Loan Fund for the Multifamily Housing Program or for Department-administered technical assistance to local governments Eligible Applicants for the entitlement formula component are limited to the metropolitan cities and urban counties allocated a grant for the federal fiscal year 2017 pursuant to the federal CDBG formula specified in 42 USC, Section 5306.
Eligible Applicants for the non-entitlement formula component and the competitive grant program component are limited to the non-entitlement jurisdictions. Eligible activities for formula and competitive allocations include, among other activities, the development of affordable multifamily rental and ownership housing and assistance to persons experiencing or at risk of homelessness.
