org Florida – Personalized Education Program (PEP) Florida students who are not full-time private or public-school students may be eligible for a personalized education program (PEP) through the Florida Tax Credit (FTC) Scholarship Program. Eligible PEP students will be granted an educational savings account to help fund their educational needs.
A “personalized education program” means the sequentially progressive instruction of a student directed by his or her parent to satisfy the attendance requirements of ss. 1003. 01(13) and 1003.
21(1) while registered with an eligible nonprofit scholarship-funding organization pursuant to s. 1002. 395.
Parents/guardians of PEP students must annually: 1) submit a Student Learning Plan* to their SFO, 2) require their students to take a FL DOE approved national norm-referenced test and submit the results to their SFO, and 3) sign a sworn compliance statement with their SFO. The law limits the PEP program to 140,000 students for the 2026-27 school year. Once that limit is reached, no additional PEP students may be funded.
Please consider that before deciding how you intend to use your student’s FTC scholarship. Because PEP scholarship accounts are funded with private contributions (not state funding), they are not transferrable to other SFOs. As long as the student remains eligible, their funds may continue to be used for authorized educational goods and services if they receive a subsequent school year scholarship from another SFO.
The state of Florida designed the PEP scholarship program as a reimbursement program. That means parents must pay for the educational good or service themselves and then submit a reimbursement request. Please keep that in mind as you’re deciding if the PEP program is a good fit for your family.
*A “Student Learning Plan” (SLP) means a customized learning plan developed by a parent, at least annually, to guide instruction for his or her student and to identify the goods and services needed to address the academic needs of his or her student. 2026-27 School Year – Personalized Education Program (PEP) Applications Applications for Florida scholarships for the 2026-2027 school year opened at 9 am on Sunday, February 1, 2026 .
AAA sent an email with instructions on how to re-apply starting at 9 am on 2/1/2026. Renewals MUST use the link in the email to apply . Check the junk folder in your email system if you can’t find in in your inbox.

1) The application submission deadline for 2026-2027 PEP applications is Thursday, April 30, 2026 . * PEP applications submitted after the April 30th deadline will be declined.
2) Once awarded, you will need to Accept or Decline your student’s new scholarship award by Sunday, May 31, 2026 *By law, students in foster care or out-of-home care and dependent children of active-duty members of the United States Armed Forces** may apply at any time for a scholarship, however, that does not mean that funding is guaranteed.

**Active-duty members of the United States Armed Forces who do not have a Florida residential address at the time of application but have received Permanent Change of Station orders must 1) provide a copy of their orders with their application and 2) list the Florida address of the unit to which they are being assigned. AAA will submit the information of eligible students to the FL DOE to determine whether they are within the PEP funding limit of 140,000 students. The FL DOE will periodically report to AAA the funded PEP students. AAA will notify the families of their funding status.
Funded PEP families will fill out and submit AAA’s online Student Learning Plan (SLP) form for each of their PEP students***. AAA will review each submitted SLP form and determine whether it is complete****. If an SLP is determined incomplete, an email will be sent requesting additional information/clarification to the email address on file.
AAA will fund the PEP accounts for students with completed SLP forms. Funded PEP families will request reimbursements for authorized educational uses of their student’s PEP scholarship account via their SMP account beginning after June 30, 2026. ***Need help preparing your PEP student’s SLP?
The Association of Florida Evaluators may be able to help . ****If your student is enrolled in a school district home education program, you must disenroll them before your SLP will be reviewed. Here is a home education termination form that you can use for that purpose.

S cholarship M anagement P latform (“SMP”) The Scholarship Management Platform or SMP is where you will apply for an AAA scholarship and then manage your student’s scholarship account.
Here is a link to log back into the SMP after accepting the AAA’s invitation; Login – AAA Scholarships FAQ #1: When I try to accept the email invitation to renew my scholarship, I get an error message that the account is disabled or that the email or password doesn’t match. What am I doing wrong? ANSWER #1 : All returning users must create a new SMP account and password for the 2025-2026 school year.
To ensure you have access to all the new features and improvements, it is essential that you set up a new account, even if you used the previous system . Please follow the instructions on the email you received to create your new SMP account and get started before the deadline of April 30. Where do I find the message? ANSWER #2: Messages can be found in the top right corner of your SMP account once you’ve logged in: FAQ #3 : I have received and accepted my student’s 2025-26 PEP scholarship. What is the next step?
ANSWER #3 : Once your student has been found eligible for the 2025-26 school year, you will receive an email notifying you that a determination had been made.
