America’s AI Action Plan sets out clear policy goals and actions the Federal government will take to win this race. This includes empowering American workers to take advantage of AI.
To assist this goal, EDA is investing approximately $25 million for a national competition to support industry-driven partnerships to upskill workers in artificial intelligence (AI) technologies, helping train workers to support growth in industries that are integral to regional economies.
The AI Upskill Accelerator Pilot Program will support eligible entities in the design and implementation of workforce training to provide in-demand AI skills that are critical to enhancing business outcomes. ### Fiscal Year 2025 Tech Hubs Funding Opportunity Application Deadline: The deadline for Stage I applications was 4:59 p. m.
Eastern Time on November 7, 2025. Applications received after this deadline will not be reviewed or considered for advancement to Stage II. The deadline for Stage II applications is 4:59 p.
m. Eastern Time on February 18, 2026. The FY 2025 Tech Hubs Notice of Funding Opportunity is providing $220 million in funding to support American regions with the assets, talent, and capacity to become global leaders in critical technologies.
This competition is open to the 19 designated Tech Hubs that have not received implementation funding. ### Fiscal Year 2025 Disaster Supplemental Application Deadline: Readiness and Implementation grant applications will be accepted on a rolling basis until funds are exhausted or the NOFO is canceled. The U.S. Economic Development Administration (EDA) is now accepting applications through the FY 2025 Disaster Supplemental Notice of Funding Opportunity (NOFO). Funded through supplemental appropriations, this grant program makes approximately $1.
45 billion in disaster recovery funding available to American communities that received major disaster declarations due to hurricanes, wildfires, severe storms and flooding, tornadoes, and other natural disasters occurring in calendar years 2023 and 2024.
### Fiscal Year 2024 Build to Scale NOFO Application Deadline: October 28, 2024 The U.S. Economic Development Administration is accepting applications for its FY24 $50 million Build to Scale (B2S) program to support organizations that strengthen entrepreneurial ecosystems to support entrepreneurs as they build and scale technology-driven businesses—and the employees in the new, good jobs they create—to make and deliver new technology products and services.
B2S grants fund programs that support innovators, entrepreneurs, and startups transforming ideas into the critical, emerging technologies of the future.
### Fiscal Year 2024 Good Jobs Challenge NOFO Application Deadline: September 27, 2024 EDA will support regional workforce training systems in designing and implementing activities for established sectoral partnerships that meet the existing and emerging skills needs of employers and that train and place program participants into good jobs.
These systems will help to grow regional economies and their associated workforces and must advance technology-based industries that fortify the economic and national security of the United States.
### Recompete Pilot Program Phase 2 Application Deadline: April 25, 2024 The U.S. Economic Development Administration (EDA) has published the Recompete Pilot Program Phase 2 Notice of Funding Opportunity (NOFO) to award Implementation Grants to Recompete Finalists to create renewed economic opportunity in economically distressed communities to create and connect people to good jobs.
Implementation Grants can fund a wide range of implementation activities across workforce development, business and entrepreneur development, infrastructure, and additional planning, predevelopment, or technical assistance.
### Tech Hubs Program Phase 2 Application Deadline: February 29, 2024 The U.S. Economic Development Administration (EDA) has published the Tech Hubs Program Phase 2 Notice of Funding Opportunity (NOFO) to award Implementation Grants to Tech Hubs Designees to help propel the designees’ chosen geography into self-sustaining global competitiveness in a key technology area.
Implementation Grants can fund a wide range of non-construction and construction activities that aim to increase regional capacity to demonstrate, deploy, and commercialize innovative technology products and services across four broad categories: workforce development, business and entrepreneur development, technology maturation, and infrastructure.
This large suite of eligible activities is designed to meet the individual needs of a particular region and what it specifically needs to catalyze it becoming a sustainable, globally competitive Tech Hub in its consortium’s selected core technology area. ### Recompete Pilot Program Phase 1 Application Deadline: Closed. EDA is no longer accepting applications for funding under this program.
The U.S. Economic Development Administration (EDA) has published Recompete Pilot Program Phase 1 Notice of Funding Opportunity making $200 million available to persistently distressed communities to create and connect people to good jobs. This program will create renewed economic opportunity in communities that have for too long been forgotten.
To do so, the program targets areas where prime-age (25-54 years) employment significantly trails the national average, with the goal to close this gap through large, flexible investments. As part of EDA’s place-based economic development approach, the Recompete Pilot Program aims to meet communities where they are by offering grant opportunities that ensure sustainable and equitable economic growth across the United States.

The U.S. Economic Development Administration (EDA) has published the Fiscal Year 2023 Build to Scale (B2S) program Notice of Funding Opportunity, making $50 million available to eligible entities to increase regional capacity to strengthen ecosystems that equitably and inclusively support diverse technology innovators, entrepreneurs, and startups.
These regions are growing technology-driven businesses; creating high-skill, high-wage jobs; and building the industries of the future. The program aims to build regional economies through scalable startups via two competitions – the Venture Challenge and the Capital Challenge.
### Tech Hubs Program Phase 1 Application Deadline: August 15, 2023 The U.S. Economic Development Administration (EDA) has published the Tech Hubs Program Phase 1 Notice of Funding Opportunity (NOFO) to designate at least 20 Tech Hubs across the country and separately award approximately $15 million in strategy development grants to accelerate the development of future Tech Hubs.
The Tech Hubs designation will be a widely recognized indicator of a region’s potential for rapid technology-led economic growth. The Tech Hubs Program is an economic development initiative designed to drive regional technology- and innovation-centric growth by strengthening a region’s capacity to manufacture,commercialize, and deploy critical technologies.
This program will invest directly in regions with the assets, resources, capacity, and potential to transform into globally competitive innovation centers in approximately 10 years while catalyzing the creation of good jobs for American workers at all skill levels, both equitably and inclusively.
