Affordable Commercial Tenanting Grant - Prosper Portland Affordable Commercial Tenanting Grant The Affordable Commercial Tenanting (ACT) Grant provides funding to property owners and small business owners who are in the process of negotiating a lease. The program is intended to facilitate access to commercial space and support inclusive business growth.
Grant funds are reimbursement-based, and may be used for tenant improvements, space-related soft costs, and permitting support to ready space to open for business. Technical assistance may also be available for business support. Contact: ACT@prosperportland.
us The Affordable Commercial Tenanting (ACT) Grant is designed for property owners and small business owners who are in the process of negotiating a lease. This program helps local small businesses move into ground-floor storefronts by providing funds to improve and build out the space. This allows businesses to open their doors at a lower cost, bringing new vibrancy and activity to neighborhoods.
Currently, this grant is available in the following areas: Interstate Corridor TIF District Gateway Regional Center TIF District Eligible Property Owner: a private entity or a community based organization that leases to a qualified small business (see Eligible Business Owner, below) Property must be located within the Interstate Corridor or Gateway Regional Center Tax Increment Finance districts.
Property owner must own a commercial space that shall be delivered in warm shell standard to support move-in readiness. Warm shell standard shall include elements such as: finished HVAC system, drywall, flooring, ceiling, basic plumbing, electrical with outlets, lighting, and approved according to City of Portland building code requirements.
A portion of the grant funds may be used to cover expenses to bring the space to this standard, but the majority of funds must be used for tenant specific improvements. If additional funding is needed to bring space to a warm shell standard, Prosper Portland may have other grant or loan programs available, pending eligibility. Property must be at ground floor level.
Property must be zoned for commercial/mixed use. Property owner must have a maintenance plan in place for the duration of the lease. All financial obligations related to the property must be current, including taxes and debt payments.
Lessor must agree to provide a lease agreement for a minimum of three years to qualified business owners who fulfill the eligibility criteria. Lease agreement(s) must provide for at least one of the following: a lease rate that is 10-25% below market rate of a comparable property, a period of rent abatement, and/or capped rent escalations during the affordable rate period with the intent of stepping up towards a market rate.
Business owner must identify with one or more of the following criteria: Their business or residence was displaced by urban renewal, or the business owner has generational ties to such displacement due to urban renewal; The business owner has limited access to employment opportunities or capital and/or has not benefited from generational wealth; The business owner is a first generation business owner and/or first-generation college graduate; and/or Their business or home address is within a Census Tract scoring at an Income Threshold of 100 or below (as identified by the StatsAmerica Distress Tool , supported by the U.S. Economic Development Administration) Applicant must demonstrate business experience of two or more years in one or more of the following ways: Previous experience in their industry through pop-up shops, markets, trade shows, etc. with the concept they are bringing to market with this new location.
Experience with a mobile business, such as a food truck Local business owner who previously had a business in the area but closed due to displacement or lack of access to capital; or Local business owner with a proven concept who is looking to expand into a second location. Applicant must have or be in the process of securing a lease that meets the criteria under Eligible Property and Lease Terms, above.
Applicant must have business registered with the State of Oregon Business Registry and have a current City of Portland business license by the time of the lease and grant agreement.
The purpose of this program is to support the growth of local small businesses while improving commercial properties; therefore, certain persons or entities are not eligible applicants: Property management company working on behalf of a property owner Food cart pod owners or food truck owners and operators, unless they’re opening a brick-and-mortar location for which grant funds could be dedicated Mobile businesses that intend to stay mobile Grant funds are reimbursement-based, and may be used for tenant improvements, space-related soft costs, and permitting support to ready space to open for business.
Grant amounts shall not exceed $300,000 Grant amounts will be within a range (10‐15%) of the rent discount and tenant improvement subsidy provided to the benefit of tenants over the term of the lease; the majority of funds must be used for tenant specific improvements.
Exceptions to this range could be made for projects in which tenant improvements costs greatly exceed the discount being provided due to the requirements of the buildout; provided the overall grant amount does not exceed $300,000.
Funds must be directed to warm shell or business specific tenant improvements for the business owner who is entering into a lease agreement with the property owner Grant funds are subject to budget availability Grant funds will be issued on a reimbursement basis to pay for: Hard costs to ready the space for leasing (referred to in the Property section, above) of these guidelines and other tenant improvement‐related costs including but not limited to standard finishes, signage, landscaping, lighting, security upgrades Up to $25,000 can be used for soft costs including design, architectural and engineering services, permitting fees, and project management Up to $25,000 can be directed toward predevelopment work, including architectural services, structural engineering, and environmental, market, or financial analysis associated with physical construction Inventory purchase or replacement Non-permanent fixtures (e.g., unsecured shelving, furniture, etc.) Operating expenses (owners or employee wages, marketing, equipment, research and development, rent, etc.) General small business technical assistance (e.g., business planning or other support to strengthen business operations) Applications will be evaluated based on the following: Alignment with eligibility criteria specified in the program guidelines Alignment with the Tax Increment Financing (TIF) District Action Plan Level of rent discount provided (a percentage below market rate, rent abatement period and/or limited rent escalations) during the term of the lease Activation of vacant spaces and business corridors within the Tax Increment Finance (TIF) district where the program is available Applications are screened for eligibility Grant amount is determined based on the discounted rate, lease length, and level of tenant improvements needed Applications are evaluated based on the eligibility criteria in the program guidelines and the Action Plan of the district When a grant is approved, awardees will have to submit the following documents.

Both small business owners and property owners are eligible to apply. Property owners can be non-profit or private entities if they lease to a qualified small business. What type of businesses do you support with this grant program?
Active ground floors spaces that are open to the public on consistent business hours. Can I apply before having a property or tenant identified? You need to have a property or tenant identified prior to applying.
My business is just starting and I have no revenue, can I apply for this program? No. This program is for small businesses that are expanding; you must have enough revenue to sustain your business operations and grow into a market rate lease by the end of your lease agreement. Is this program available citywide?
Currently, this grant is open to properties located in the Interstate Corridor and Gateway Regional Center TIF Districts. The program may be expanded to other areas of the city in the future. Can I use this program to pay for work that has already been done?
No, this program only covers work done after the grant agreement is signed. If I received another grant from Prosper Portland, am I eligible to apply for this one? Yes, every program has its program guidelines.
If you meet eligibility requirements, you’re welcome to apply for multiple programs. Will I receive $300,000 if I apply for this program? The maximum grant amount is $300,000, but that is not a guaranteed amount.
Grant amounts are determined based on the lease terms, cost of the project, community benefit, and other factors articulated in the Eligibility section of the program guidelines. I’m a nonprofit looking for space. Am I eligible to apply?
You are eligible to apply if your non-profit owns a commercial property that will be leased to small business owners. If you are a non-profit looking for space to run your own operations, you are not eligible to apply for this program. I’m a franchise owner.
Am I eligible to apply? No, unless you are part of a local franchise with fewer than 3 locations, in which case you may apply. National franchises are not eligible for this program.
Can I use funds to pay rent? No, funds are for space improvements only, including pre-development, buildout, and professional services related to it. Please refer to the eligible and ineligible expenses section of this page.
I’m purchasing a property to operate my business in. Am I eligible for this grant? This program is to incentivize affordable lease rates, so if you are not planning to rent to a qualified small business, you are not eligible to apply.
Are cannabis businesses eligible to apply for this program? No, given the requirements for Tax Increment Financing, cannabis businesses are not eligible to apply for this program. When will I receive funds?
This program is reimbursement-based. After we sign a grant agreement, you’ll be provided a link to submit disbursement requests for pre-approved completed work. If all supporting documentation is complete, including invoices, proof of payment and photos of the work, you’ll receive funds within 10 business days.
You can submit as many disbursement requests as needed until you reach your grant amount and complete the project. I’m renewing my lease. Can I apply for this program?
You can apply for this program if you’re in the process of negotiating a lease, whether that is a new lease or a re-negotiation after your lease term expires.

El solicitante debe demostrar experiencia en negocios de dos o más años en una o más de las siguientes formas: Experiencia previa en su industria a través de tiendas temporales, participación en mercados y ferias comerciales, etc.; Experiencia con un negocio móvil, como un camión de comida; Ser dueño (a) de un negocio local que anteriormente tenía un domicilio en el área pero que cerró debido al desplazamiento o la falta de acceso a capital; o Ser propietario (a) de un pequeño negocio local con un concepto comprobado que busca expandirse a una segunda ubicación.
El solicitante debe tener o estar en proceso de conseguir un contrato de alquiler que cumpla con los criterios establecidos más arriba en “Propiedad elegible” y “Términos de alquiler”. El solicitante debe tener su negocio registrada en el Registro de empresas del estado de Oregon y una licencia comercial de la ciudad de Portland vigente al momento del contrato de alquiler y acuerdo de subvención.

Los fondos de la subvención se emitirán en forma de reembolsos para pagar: Costos directos de la preparación del espacio para el arrendamiento a largo plazo (mencionados en la sección de Propiedad anterior) de esta guía y otros costos relacionados con mejoras realizadas por el inquilino, entre ellos, acabados estándar, letreros, paisajismo, iluminación, mejoras de seguridad.
Se pueden utilizar hasta $25,000 para costos indirectos, incluidos servicios de diseño, arquitectura e ingeniería, cargos de permisos y gestión de proyectos. Hợp đồng thuê phải quy định: mức giá thuê thấp hơn 10–25% so với giá thị trường của bất động sản tương đương; một giai đoạn miễn giảm tiền thuê; và/hoặc mức tăng tiền thuê hằng năm được giới hạn trong thời gian áp dụng mức giá thuê phải chăng, với mục đích dần tiến tới mức giá thị trường.
Chủ sở hữu Doanh nghiệp Đủ điều kiện Chủ doanh nghiệp phải xác định được một hoặc nhiều tiêu chí trong các tiêu chí sau: Doanh nghiệp hoặc nơi cư trú của họ đã bị giải tỏa bởi chương trình tái thiết đô thị, hoặc chủ doanh nghiệp có mối liên hệ mang tính thế hệ với việc bị giải tỏa do tái thiết đô thị; Bị hạn chế khả năng tiếp cận các cơ hội việc làm, khả năng tiếp cận vốn, và/hoặc không được hưởng lợi từ sự giàu có từ các thế hệ trước; Chủ doanh nghiệp thế hệ đầu tiên và/hoặc thế hệ tốt nghiệp đại học đầu tiên; và/hoặc Doanh nghiệp hoặc địa chỉ nhà ở của họ nằm trong Khu Điều tra Dân số (Census Tract) có điểm Ngưỡng Thu nhập (Income Threshold) bằng hoặc dưới 100 (theo công cụ StatsAmerica Distress Tool , được hỗ trợ bởi Cơ quan Phát triển Kinh tế Hoa Kỳ).
