Pottawattamie County Housing Trust Fund, Inc. The mission of the PottCoHTF is to support and advocate for safe and affordable housing opportunities for Pottawattamie County residents.
The Pottawattamie County Housing Trust Fund (PottCoHTF) is a 501(c)(3) non-profit organization designated by the Iowa Finance Authority (IFA) as the Local Housing Trust Fund (LHTF) for Pottawattamie County, Iowa. The Council Bluffs Housing Trust Fund (CBHTF) was established in 2010 and received an initial LHTF award from IFA in 2011.
In June 2019, the service area was expanded to include all of Pottawattamie County, and as a result was renamed PottCoHTF. Funds are allocated annually to organizations or individuals that serve the housing needs of low to moderate income residents of Pottawattamie County. Donations to PottCoHTF are tax deductible .
Since our creation, the PottCoHTF has funded nearly $4 million in grants, with projects including both rehabilitation, and expansion of housing units available. All projects funded by PottCoHTF benefit households making less than 80% of the Median Family Income for the area.
The majority of households benefited over the last 9 years have been households making less than 50% of the Median Family Income, with more than 30% benefiting households making less than 30% of the Median Family Income. DRAFT HOUSING ASSISTANCE PLAN & ANNUAL MEETING The PottCoHTF develops a Housing Assistance Plan (HAP) in accordance with Local Housing Trust Fund (LHTF) program guidelines provided by the Iowa Finance Authority (IFA).
The PottCoHTF Board reviews the HAP annually and makes adjustments as needed. PottCoHTF distributes its funds in accordance with its HAP. The 2027 DRAFT HAP is available for review.

REQUEST FOR PROPOSALS (CLOSED) The PottCoHTF seeks proposals annually for activities that are eligible for assistance under the State of Iowa’s LHTF Program as outlined in the PottCoHTF Housing Assistance Plan . The 2026 local application cycle was open from September 11, 2025, until October 3, 2025. The PottCoHTF anticipates the opening the 2027 grant application cycle on September 11, 2026 with applications due by October 9, 2026.
