PDG Birth through Five ## Michigan Awarded PDG B-5 Grant to Strengthen Early Childhood Systems Michigan is one of 20 states selected by the U.S. Department of Health and Human Services to receive Preschool Development Grant - Birth through Five (PDG B-5) renewal grant.

### Understanding the PDG B‑5 Grant PDG B-5 is a $250-million competitive federal grant designed to improve states' early childhood landscape by building on existing federal, state, and local early care and learning investments. The grants focus on three major purposes: * Prepare low-income and disadvantaged children to enter kindergarten and to improve transitions into school.

* Encourage partnerships between the various providers of services prior to kindergarten and improve coordination and quality. * Maximize parental choice in the mixed delivery system of early childhood care and education program providers.

The **Office of Great Start** at the **Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP)**manages the implementation of the federal funds and ensures documentation of the required 30 percent state funding match.

## Request for Proposal - March 13, 2026 Michigan received a federal Preschool Development Grant Birth through Five (PDG B-5) in 2024 to help support continuing to build a strong, high-quality, and sustainable early childhood system in Michigan.

As part of its successful PDG B-5 proposal, the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP) is enacting initiatives to help support the success and sustainability of early childhood care and education businesses.

Through this grant opportunity, MiLEAP seeks to bridge the child care sector and the regional and local small business and economic development support infrastructure to help provide the specific supports that child care businesses need to thrive and be sustainable.

Early childhood, small business supports, and economic development often exist in separate spheres; yet, child care businesses are necessary economic infrastructure that has long been overlooked or neglected. This project seeks to create new partnerships and relationships with the network of economic development and small business supports to increase focus on, knowledge of, and engagement with early childhood businesses.

The Institute was focused on First 10 strategies and practices, sharing ideas about transition to kindergarten planning, school-connected play and learn groups, community parenting campaigns using **The Basics**, and joint professional learning opportunities.

**First 10** partnerships bring together school districts, elementary schools, early childhood programs, and community agencies to improve the quality and coordination of education and care for young children and their families.
