The Micro Grant Program was created to further PHW’s mission statement “to participate in the preservation, restoration, rehabilitation, and ownership of sites, buildings, structures, and objects significant to the cultural, social, political, economic, and architectural history of the Winchester, Virginia area. ” The Micro Grant Program is intended to fill a financial gap in support for homeowners to maintain their historic residences.

The grant is intended as a one-time payment to subsidize repairs, maintenance, or restoration of missing historic features on the exteriors of buildings. PHW plans to offer grant cycles twice a year, with deadlines on January 31 and June 31. Available funds will vary year to year.

Principles Guiding the Grant Program The Micro Grant Program is intended for: Owner-occupied residences located within Winchester’s National Register Historic District Structures owned by nonprofit, religious or educational institutions Work that will preserve, restore, or maintain the exterior of the building Extra weight will be granted to buildings that were bought and resold through PHW’s Jennings Revolving Fund The Micro Grant Program is NOT intended for: Interior maintenance or rehabilitation costs Businesses, contractors, or government agencies Selection Criteria and Recommendations The criteria include the following: Jennings Revolving Fund properties will be given priority consideration in each application cycle.

A list of subject addresses may be found at The subject property must be located within the boundaries of the most recent Winchester National Register Historic District (last updated in 2015). More information may be found at The Virginia Department of Historic Resources . If you are unsure if your building is included in this area, you may contact PHW for clarification.

Work should be in line with the Secretary of the Interior’s Standards for Rehabilitation, Applications will be subject to all local ordinances and permits , as required. Projects must be on the exterior with public right-of-way view. Contractor information must be provided to PHW and microgrant funds will be paid directly to the contractor.

Follow-up descriptions and photos of progress and completed projects should be provided to PHW. Please provide us with copies of the Winchester City building inspector approved and closed out permit due to completion. PHW sought to design a simplified, one page grant form to ease the process for applicants.

We recommend, however, that you include the supporting documents that you will need for your Board of Architectural Review application as well.
