gov , 405-606-1477 Specialty crop block grant Specialty Crop Block Grant ODAFF administers funding received from the USDA Specialty Crop Block Grant Program (SCBGP) each year. The amount of funding received by ODAFF is based on specialty crop acreage and production value on an annual basis.
Projects must enhance the competitiveness of specialty crops in either domestic or foreign markets and must provide a benefit to more than just the applicant. Specialty crops include fruits and vegetables, culinary herbs, tree nuts, Christmas trees, dried fruits, and horticulture and nursery crops, including floriculture.
Projects will be evaluated on how well they enhance the competitiveness of Oklahoma’s specialty crops, soundness or plan, measurable outcomes and return on investment.
Projects may include but are not limited to: Developing new and improved seed varieties Increasing consumption of specialty crops Developing good agricultural handling and manufacturing practices Government agencies – local, state and federal Colleges and universities January 2026 Announce grant opportunity and publish request for proposals February 27, 2026 Submission deadline for proposals to ODAFF March – April 2026 Evaluation and selection of applications for inclusion in State Plan May 2026 Submit State Plan to USDA Specialty Crop Grant Program Application (The application will need to be downloaded to your device before opening) Request a Unique Entity Identifier (UEI) number Annual & Final Reports Template USDA Specialty Crop information Previously Funded Projects Oklahoma viticulture and enology fund Oklahoma Viticulture and Enology Fund Using tax revenue created from the sales of wine in Oklahoma, this fund awards projects that aim to advance the grape and wine industry in the state.
Maximum award amount is $50,000. Projects may be two (2) years in length and must focus on one of the following areas: Higher education institutions Government agencies – state or subdivisions of Oklahoma Trade groups promoting grape and wine production in Oklahoma Individual growers/business are not eligible Letter(s) of support must accompany each application.
Proposals must have a letter of support from a minimum of three (3) vineyards/wineries or one (1) from the Oklahoma Grape Industry Council. Deadline will be August 20, 2024 Application can be downloaded here Healthy food financing program The Oklahoma Healthy Food Financing Program provides financing for food retailers to provide healthy food in underserved communities that primarily serve low or moderate income communities.
Applicants eligible for financing include, but are not limited to, sole proprietorships, partnerships, limited liability companies, corporations, cooperatives, nonprofit organizations, nonprofit community development entities, universities, and government entities Eligible projects shall include, but are not limited to: Construction of new grocery stores Construction of small food retailers Grocery store or small food retailer renovations, expansions, and infrastructure upgrades that improve the availability and quality of fresh produce and other healthy foods Proposals may be submitted as either a loan or a grant.
Loan proposals are not limited to a specific dollar amount. Grants shall be limited to Ten Thousand Dollars ($10,000. 00) Approved applicants must agree: To accept SNAP benefits or other federal or state nutrition assistance programs.
To accept WIC or other federal or state nutrition assistance programs. Allocate at least thirty percent (30%) of food retail space for the sale of perishable foods, which shall include fresh dairy, produce, meats, poultry, and fish. Comply with data collection.

Agriculture Enhancement and Diversification Program Grants Effective April 2, 2026, applications for viticulture and enology related projects are currently being accepted, however, applications for all other projects are on hold at this time. The Agriculture Enhancement and Diversification Program was designed to develop or improve uses for agricultural products, expand the state’s production of value-added products and to encourage diversified farming. The program provides funds in the form of grants or 0% interest loans. Proposals must clearly demonstrate the ability to directly benefit Oklahoma farmers and ranchers through the creation of new revenue streams.
Applicants must be at least 21 years of age and a legal resident of OK. Deadline dates for submissions are January 1st, April 1st, July 1st, and October 1st or the next regular business day if the Department offices are closed on the deadline date. Evaluation and funding criteria 1.
Each application evaluation shall be based on the following criteria: An evaluation of the likelihood of the proposal’s success Demonstration of a high probability of job and wealth creation A review of credibility, merit, technical, and commercial feasibility; innovative and commercially plausible research; and relative competence and technical qualifications of project principles.
Demonstration that the proposal can be implemented quickly and has a high probability of rapid commercialization. Demonstration of a shared commitment for funding from other private or public sources or the applicant in the form of cash, in-kind services, or both.
Centering of efforts on non-urban or rural locales except when the proposal requires specific research that cannot possibly be carried out in rural Oklahoma, consideration shall be given to the ultimate development and commercialization of the results of the proposal, with the same rural preference. 2.
Each application evaluation for new or established agricultural events shall be based on the following criteria: The completeness of the application; The likelihood of success; Level of economic impact of the agricultural event; A review of educational component; The impact to Oklahoma agriculture; The size of geographic region of the state impacted; The use of grant funds; and Endorsements by governmental subdivisions, local Chambers of Commerce, and other community organizations.
3. The Department shall not consider any portion of an application requesting funding for the purchase of real property, live animals, or motorized vehicles including, but not limited to, automobiles, sport utility vehicles, all-terrain vehicles, and utility terrain vehicles.
Agriculture Event Grant (click for application) Projects should create a new agricultural event that highlights an agricultural product and creates an economic impact to the entire state or a large geographic region of the state. Proposals for an agriculture event grant shall illustrate the educational component of the event; and demonstrate the economic impact.
Events should showcase agriculture to the public in new and innovative ways. A letter of support from the city or county government or the local Chamber of Commerce must accompany the application. Grants $2,500 or less must show a projected economic impact up to $5,000.
Grants $2,501 – $5,000 must show a projected economic impact of $5,001 to $75,000. Grants $5,001 – $50,000 must show a projected economic impact of more than $75,000. Farm Diversification Grant (click for application) Projects must diversify the farm or ranch to non-traditional crops or non-traditional livestock, on-farm processing of agricultural commodities or assist in the development of an agritourism venue.
Projects cannot be an extension or expansion of existing operations and must show the potential to create additional income for the farm unit. Proposals should demonstrate a well-prepared business plan including potential income for the project and a realistic timeline for success.
Advisors must be professionals in the field relating to the project and must be willing to assist applicants in fulfilling the project goals Grants are available in three levels not to exceed $10,000. Grants $2,500 or less requires no matching funds. Grants $2,501 – $5,000 require 25% cash or in-kind match in funds.
Grants $5,001 – $10,000 require a dollar-for-dollar cash match. Proposals must demonstrate how the proposed research will lead to a marketable product and show there is no similar research on the proposed product. Grants are available in three levels not to exceed $10,000. Grants $2,500 or less requires no matching funds.
Grants $2,501 – $5,000 require 25% cash or in-kind match in funds. Grants $5,001 – $10,000 require a dollar-for-dollar cash match. All applications more than $10,000 will be considered as a loan Value-Added Agriculture Grant or Loan (click for application) Projects to develop or establish production, processing or marketing of agricultural products.
Proposals shall demonstrate the ability to produce a viable product and include completed research relating to product development, recipe scaling, packaging, and ingredient sourcing and show a feasible marketing plan that includes profitability and sales outlets.
Advisors must be professionals in the field relating to the project and must be willing to assist applicants in fulfilling the project goals Grants are available in three levels not to exceed $10,000. Grants $2,500 or less requires no matching funds. Grants $2,501 – $5,000 require 25% cash or in-kind match in funds.
Grants $5,001 – $10,000 require a dollar-for-dollar cash match. All applications more than $10,000 will be considered as a loan Veteran or Young Farmer Grant or Loan (click for application) Projects must be from a veteran or young farmer (45 years of age or younger) who is engaged in the creation or expansion of an agricultural farming/ranching operation or business.
Proposals must demonstrate a well-prepared plan of action and provide a strong business plan which includes a minimum of five (5) years projected productivity and income. New and innovative plans for marketing products must also be evident.
