gov/rural/grant-toolkit/promoting-resilient-operations-transformative-efficient-and-cost-saving) ## Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation Program (PROTECT) ## General Grant Program Information Under the Bipartisan Infrastructure Law (BIL), the Promoting Resilient Operations for Transformative, Efficient, and Cost-saving Transportation (PROTECT) Grant program provides funding to ensure surface transportation resilience to natural hazards including climate change, sea level rise, flooding, extreme weather events, and other natural disasters through support of planning activities, resilience improvements, community resilience and evacuation routes, and at-risk coastal infrastructure.
There are four types of PROTECT grants: 2. Resilience Improvement 3. Community Resilience and Evacuation Route 4.
At-Risk Coastal Infrastructure A benefit-cost analysis (BCA) is required for this grant program. For more information about BCAs, see What Is a BCA? and the USDOT's Benefit-Cost Analysis Guidance for Discretionary Grants.
Bike/Ped Maritime Roadway Transit * PROTECT Discretionary Grant Program * BIL Fact Sheet: PROTECT Formula Program * FY2022-2023 PROTECT Grant Awards Eligible uses include highway, transit, and certain port projects that include resilience planning, strengthening and protecting evacuation routes, enabling communities to address vulnerabilities and increasing the resilience of surface transportation infrastructure from the impacts of sea level rise, flooding, wildfires, extreme weather events, and other natural disasters.
Eligible applicants include the following: * States (including D. C.
and Puerto Rico) or political subdivision of a State * Metropolitan planning organizations * Units of local governments * Special purpose districts or public authorities with a transportation function, including a port authority or a public transit agency * Federal land management agencies that apply jointly with a State or group of States * A multi-State or multi-jurisdictional group of entities consisting of any eligible entities listed above Different eligibilities apply for at-risk coastal infrastructure grants.
The PROTECT program provides $1. 4 billion in funding over 5 years. Individual award amounts vary.
Only 40 percent of award funds can be used for construction of new capacity. Federal cost-sharing will be higher if the eligible entity develops a resilience improvement plan (or is in a state or area served by MPO that does) and the state or MPO incorporates it into its long-range transportation plan.
