Mandy Steele _August 17, 2026_ **NEWLY LISTED PROGRAMS** **Pennsylvania Creative Industries (formally Council on the Arts): Spotlight Program** Who May Apply: Non-profit organizations with an annual average arts revenue of $10,000 to less than $100,000 and a history of at least two years of consistent arts programming in Pennsylvania Use: To support smaller creative arts organizations that deliver services, products, or programs Funds: Grant awards shall not exceed $5,000 Application Deadline: September 14, 2026 More information:PCI Website **Commission on Crime and Delinquency: School Safety & Mental Health Grants** Who May Apply: School Districts, Intermediate Units, Area Career and Technical Schools, Charter Schools, Regional Charter Schools, and Cyber Charter Schools Use: To provide grants to eligible school entities to support physical security enhancements and/or mental health initiatives Funds: A total of $138,779,000 in state funding is being announced to support this initiative.

Funding is based on the formula included in 24 P. S. §13-1314.

3-B, which stipulates school districts are to receive a $100,000 base amount for their grant, and an additional amount based on their 2024-25 Adjusted Average Daily Membership (AADM).

All other eligible school entities (i.e., intermediate units, area career and technical schools, charter schools, regional charter schools, and cyber charter schools) are to receive $70,000 Application Deadline: October 16, 2026 More information:PCCD Website **Department of Agriculture: Farm Vitality Planning Grant Program** Who May Apply: Farmers, prospective farmers and others Use: To provide grants to create or obtain business plans and management strategies to enhance the long-term economic viability of a farm, to create or obtain plans for the transition of ownership and operation of a farm to new owners and operators, to create or obtain plans for transfer of ownership and operation of a farm within the farmer's family, or to create or obtain business planning for a farm expansion or to seek financing for farm growth, among other uses.

Funds: A total of $500,000 is available for the program and individual grants shall not exceed $15,000.

Application Deadline: Applications are accepted on a rolling basis until funds are expended More information:PDA Website **PROGRAMS OPEN FOR APPLICATIONS:** **Department of Community and Economic Development: PA SITES** Who May Apply: Municipalities, economic development organizations, redevelopment authorities, municipal authorities, industrial development agencies, and for-profit organizations.

Use: To develop competitive sites for businesses to relocate or expand within Pennsylvania. Funds: $400 million in funding is available.

Application Deadline: Applications are accepted on a rolling basis and approved on a quarterly basis More information:DCED Website **Department of Environmental Protection: Alternative Fuel Vehicle Rebate Program** Who May Apply: Pennsylvania residents whose total household income is below 400 percent of the Federal Income Poverty Level.

Use: This program provides a rebate to Pennsylvanians who purchase or lease alternative fuel vehicles. Funds: Rebates vary depending on type of vehicle purchased. Application Deadline: Applications will be accepted and evaluated on a first come, first served basis as long as funds remain available.

Please note applications must be received within six months of the date of the vehicle purchase.

More information:DEP Website **Department of Environmental Protection: WIIN 2107: Voluntary School and Childcare Lead testing and Reduction Grant** Who May Apply: Childcare facilities and schools located in Pennsylvania with lead in drinking water sample results within 36 months of the application date showing water fixtures exceeding the remediation trigger level of 5 ppb (parts per billion).

Use: Reduction activities may include purchasing and installing hydration stations, point-of-use devices designed to remove lead or replacement of faucets. The primary goal of this grant program is to reduce children's exposure to lead in drinking water. Funds: Funding under this grant has been appropriated under 1464(d) of the federal Safe Drinking Water Act.

Funding provided will be up to $3,000 per hydration station per 100 students in one building. Up to $30,000 may be awarded per building/childcare facility or $100,000 per school district. Application Deadline:Applicants are strongly encouraged to schedule a pre-application meeting to discuss their lead reduction plans to ensure they meet applicable program criteria.

More information:DEP Website **Department of Community and Economic Development: Pennsylvania First** Who May Apply: Businesses, Municipalities, Municipal Authorities, Redevelopment Authorities, Industrial Development Authorities or Corporations, Local Development Districts.

Use: Machinery/equipment; Job training; Infrastructure; Land and building improvements; Environmental assessment/remediation; Acquisition of land, buildings, right-of-ways; Working capital; Site preparation. Funds: Grants and loans are available assuming an applicant can meet the private investment requirement. Application Deadline: Applications are accepted on a rolling basis.

More information:DCED Website **Commonwealth Financing Authority: Solar for Schools Program** Who May Apply: A school district, intermediate unit, area career and technical school, charter school, cyber charter school, regional charter school, a chartered school for the education of the deaf or blind, a community college, the Thaddeus Stevens College of Technology, the Pennsylvania College of Technology.

Use: Purchase and installation of equipment for a solar energy project, energy storage costs related to the storage of electricity, engineering, design, and inspection costs, site preparation for ground mounted systems, or any other cost associated with a solar energy project. Funds: $25 million in state funding is available. Application Deadline: Applications will be accepted on a rolling basis until funds are depleted.

More information:DCED Website **Department of Community and Economic Development: Manufacturing PA Training-to-Career Grant Program** Who May Apply: Any non-profit entity that develops training programs and partners with manufacturing companies to deploy programs, including, but not limited to, technical and trade schools, school districts, post-secondary academic institutions, workforce investment boards, and economic development organizations Use: Projects must focus on developing and deploying workforce training for those with employment barriers, engaging youth or those with barriers in awareness activities for manufacturing careers, and increasing local manufacturer capacity where existing programs are insufficient Funds: $4.

Programs must be registered with the Pennsylvania Department of Labor & Industry’s Apprenticeship and Training Office Use: Funding is provided to eligible applicants (sponsors) to reach the ultimate goal of increasing apprenticeship and pre-apprenticeship accessibility across the Commonwealth Funds: $3 million was included in the 2026/27 budget for this program Application Deadline: Applications are accepted on a rolling basis until funds are expended More information:DCED Website **Department of Transportation: National Electric Vehicle Infrastructure Funding Round 1 (Southeastern Region)** Who May Apply: Contractors installing a publicly available community charger Use: To plan, design, construct, operate, and maintain charging stations across Pennsylvania.

Subsequent rounds for other regions will be announced at later dates. Funds: Applicants may apply for up to 80 percent federal cost share of the eligible costs, with a minimum required match of 20 percent from non-federal sources.

The maximum award size per selected Project is $1 million Application Deadline: August 21, 2026 More information:PennDOT Website **Department of Agriculture: Sustainable Agriculture Grant Program** Who May Apply: Family farm corporations, family farm partnerships, farm enterprises, nonprofit education institutions Use: Reduce operating expenses through practices that are ecologically beneficial, improve soil quality and fertility, improve water quality, and reduce or eliminate the need for the purchase of off-farm inputs, such as chemical or synthetic fertilizers, insecticides and herbicides.

Funds: Grants may not exceed $25,000 except as provided in this subsection. An additional amount of up to $25,000 may be granted if the grantee matches that additional amount dollar for dollar so that an individual grant may not exceed $50,000 in one calendar year.

Use: A flexible tool for use in community and economic development for a variety of uses including planning activities, façade grant programs, business improvement grant programs, accessible housing programs, and district development grants. Funds: Individual grant awards vary depending on the type of grant.

Application Deadline: August 31, 2026 More information:DCED Website **Department of Transportation: Career and Technical Education Grant** Who May Apply: Public, private, and cyber schools, career and technical centers, youth development centers, and institutions of higher learning Use:To develop and implement new technical training curriculum or to expand existing technical training curriculum and/or delivery, relevant to the heavy highway industry Funds: The total amount of direct grant reimbursement funding available under this program is $12 million.

PennDOT intends to award a single individual grant up to $500,000 per eligible applicant.

An additional $3 million is available, up to $10,000 per student, in supportive services through PennDOT’s Supportive Services Center Application Deadline: September 1, 2026 More information:PennDOT Website **Commission on Crime and Delinquency: Nonprofit Security Grant Funds** Who May Apply: Nonprofit organization based in Pennsylvania that serves primarily individuals, groups, or institutions that are included within a bias motivation category for single hate crime incidents identified by the Federal Bureau of Investigation.

Use: Security enhancements designed to protect the safety and security of the users of a facility including but not limited to safety and security planning, purchase of safety and security equipment, safety and security training, purchase of security-related technology, and specialty-trained canines, among other projects Funds: $10 million is available for projects.

Application Deadline: September 10, 2026 More information:PCCD Website **Commission on Crime and Delinquency: 2027-2028 Rights and Services Act (RASA/Victims of Juvenile Offenders (VOJO) Solicitation** Use: To support responsibilities assigned to prosecution and juvenile probation under the Crime Victims Act, the Juvenile Act, and Pennsylvania’s Rules of Juvenile Court Procedure.

Funds: A total of $10,440,724 in federal and state funds is available in year 1. PCCD expects to fund approximately ninety-eight grants.

Funds: Funded by gaming revenues from Category 4 licensed facilities. Application Deadline: September 30, 2026 More information:DCED Website **Department of Conservation and Natural Resources: Motorized Trails and Recreation Program (formerly known as the All-Terrain Vehicle and Snowmobile Program)** Who May Apply: Municipalities, non-profit and for-profit organizations Use: Projects related to ATV and/or snowmobile trails and facilities, including planning, land acquisition, development, equipment purchases and educational programs Application Deadline: September 30, 2026 More information:DCNR Website **Commission on Crime and Delinquency: 2026-27 Regional Policing Assistance Program** Who May Apply: Eligibility for these funds is open to any municipality – a city, borough, township, or homerule municipality.

Applicants may also be a public or quasi-public body, or its representative duly authorized to act on behalf of one or more municipalities. Use: To advance the delivery of public safety services through intergovernmental cooperation by supporting the creation of new full-time, full-service regional police departments.

This initiative will also assist established regional police departments that expand by adding a chartered municipality or municipalities. Funds: A total of $1 million in federal Byrne Justice Assistance Grant (JAG) funds is being announced to support this initiative.

Applicants may apply for up to $200,000 to form a new regional police department or up to $100,000 to expand an existing regional police department by adding a chartered municipality or municipalities.

Application Deadline: October 1, 2026 More information:PCCD Website **Department of Environmental Protection: Alternative Fuel Incentive Grants** Who May Apply: School districts; Municipal authorities; Political subdivisions; Incorporated nonprofit entities; Corporations; Limited Liability Companies; Partnerships Use: To improve Pennsylvania’s air quality and reduce consumption of imported oil through the use of homegrown alternative fuels that will help the Commonwealth’s economy and environment Funds: Up to $5,000,000 is available via the Utilities Gross Receipts Tax.
