The Award Ceiling for Year 1 is 0 (none). CDC anticipates an Approximate Total Fiscal Year Funding amount of $2,500,000 for Year 1, subject to the availability of funds. This NOFO will focus on two major objectives: 1) to provide critical human resources support to the Ministry of Health (MOH) through recruitment and deployment of additional healthcare workers (HCWs) (All recruited HCWs will be governed by Malawi Government working conditions which includes salaries and supervision); 2) and to improve governance and leadership at the district level. The recipient will provide salary support for HCWs to five PEPFAR high-burden districts and conduct human resources for health (HRH) analysis to inform equitable distribution of HRH across the districts. The recipient shall ensure that PEPFAR needs are well aligned with MOH for easy transition at the end of the project. As the country has reached epidemic control, there is pressing need to increase local capacity to manage the HIV program for sustainability. The recipient shall focus on strengthening district-level financial management systems, program monitoring and evaluation, and data use to inform program implementation.

The PSP2, authorized under Subtitle A of Title IV of Division N of the Consolidated Appropriations Act, 2021 (PSP Extension Law), enacted on December 27, 2020, provided a total of up to $15 billion for passenger air carriers and up to $1 billion for certain contractors. The PSP3, authorized under Title VII, Subtitle C, Section 7301 of the American Rescue Plan Act of 2021 (ARP), enacted on March 11, 2021, provided a total of up to $14 billion for passenger air carriers and up to $1 billion for certain contractors.
