This is an Annual Program Statement (click here for the full statement) outlining our funding priorities, the strategic themes upon which we focus, and the procedures for submitting proposals for funding.
Please carefully read and follow the instructions in the statement. Proposals that expand the project idea and its objectives, including a clearly defined target audience and measurable outcomes may be submitted for consideration through June 10, 2025 to LusakaPASGrants@state. gov. Successful applicants will be notified via email by July 31, 2025.

The United States Department of State’s Bureau of Educational and Cultural Affairs’ Office of International Visitors (ECA/PE/V) announces an open competition for up to four cooperative agreements to support the staff expenses and overhead costs of the FY 2026 International Visitor Leadership Program’s (IVLP) National Program Agencies (NPAs).
