Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) | West Melbourne, FL - Official Website Bids and Request for Proposals Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) Proposed Public Works Industrial Injection Well Mitigation Project Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) The Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) is administered by FloridaCommerce through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program.
FloridaCommerce is responsible for administering the program and providing funding to eligible local governments to satisfy the non-federal match requirements associated with Hazard Mitigation Grant Program (HMGP) projects awarded by the Florida Division of Emergency Management (FDEM).
The program is funded through a federal Community Development Block Grant – Disaster Recovery (CDBG-DR) allocation provided by the U.S. Department of Housing and Urban Development (HUD) in response to Hurricanes Idalia, Debby, Helene, and Milton, as well as the 2024 North Florida Tornadoes.
The program is intended to support mitigation projects that reduce risk from future disasters, strengthen critical infrastructure, and improve long-term community resilience. Proposed Project Overview The City of West Melbourne is proposing the construction of a new Class I Industrial Injection Well and associated infrastructure improvements at 500 Park Hill Boulevard, West Melbourne, Florida.
The proposed project originates from a utility mitigation project previously awarded funding through the Hazard Mitigation Grant Program (HMGP) administered by the Florida Division of Emergency Management (FDEM). The City previously received an HMGP award of $1,875,000 for mitigation improvements associated with its existing municipal injection well facilities.
Following engineering evaluation, construction of a new Class I Industrial Injection Well was identified as the preferred long-term mitigation solution. The City's existing municipal injection well facilities were originally constructed in 1986 and are approaching 40 years of service.

The project incorporates enhanced environmental safeguards designed to protect underground sources of drinking water and reduce the risk of future utility disruptions. The proposed project is intended to reduce the risk of future utility outages, environmental impacts, and public health concerns associated with failures of critical utility infrastructure.
The project will enhance long-term community resilience and provide additional protection for underground sources of drinking water. Based upon the City's HMGP award, FloridaCommerce has issued an Intent to Award of up to $7,469,360 through the Rebuild Florida 2023/2024 Storms Hazard Mitigation Grant Match Program (HMGMP) to support completion of the proposed project.
Funding remains subject to eligibility review and execution of a grant agreement. The City of West Melbourne encourages public participation in the planning and implementation of Community Development Block Grant – Disaster Recovery (CDBG-DR) funded activities. A public comment period regarding the proposed Industrial Injection Well Project is open from Wednesday, June 17, 2026, through Wednesday, July 1, 2026 .
Interested persons are encouraged to review the project information and submit comments regarding the proposed project. Comments must be received by the City no later than 5:00 p. m.
