High Contrast Mode On or Off switch Opportunity Information DOH Recovery Housing Program 2026 Opportunity Information: DOH-Recovery Housing Program Title: 2026 DOH-Recovery Housing Program Description : Section 8071 of the SUPPORT Act (Section 8071) required funds appropriated or made 2 available for the Recovery Housing Program to be treated as community development block grant (CDBG) funds under title I of the Housing and Community Development Act of 1974, unless otherwise provided in Section 8071 or modified by waivers and alternative requirements.
The SUPPORT Act authorizes the Secretary to waive or specify alternative requirements to any provision of title I of the HCD Act, except for requirements related to fair housing, nondiscrimination, labor standards, the environment, and requirements that activities benefit people of low- and moderate-income.
This notice describes applicable waivers and alternative requirements to the CDBG program requirements at Title I of the HCD Act and 24 CFR part 570, which are necessary to expedite or facilitate the use of RHP funds. This pilot program would support individuals in recovery on a path to self-sufficiency. By providing stable housing to support recovery, RHP aims to support efforts for independent living.
More specifically, RHP would provide the funds to develop housing or maintain housing for individuals. To maximize and leverage these resources, grantees should coordinate RHP-funded projects with other Federal and non-federal assistance related to substance abuse, homelessness and at-risk of homelessness, employment, and other wraparound services.
The State of Connecticut will use its RHP funds not only to act directly, subject to state law and RHP requirements, but to carry out activities through employees and contractors in all geographic areas within its jurisdiction, including entitlement areas and tribal areas.
The State of Connecticut will prioritize the distribution of funds in the service area of the Fairfield County Continuum of Care, service availability through the Court Support Services Division of the State of Connecticut Judicial Branch in the creation of transitional housing.

The State of Connecticut will prioritize the distribution of funds in the service area of the Fairfield County Continuum of Care, service availability through the Court Support Services Division of the State of Connecticut Judicial Branch in the creation of transitional housing. Eligible sub-recipients of Recovery Housing Program funds will include public or private nonprofit agencies.
Any eligible applicant must hold an appropriate Certification concerning Recovery services. Eligible applicants must demonstrate unmet needs, relevant experience with temporary housing, any prior performance with temporary housing, and the existing or planned capacity to expand the current operational model.
Public and private nonprofit organizations in all geographic areas within the state of Connecticut, including CDBG entitlement areas, are eligible.
Public and private nonprofit organizations must be exempt from taxation under subtitle C of section 501(c), have an accounting system and a voluntary board, be actively engaged in recovery housing efforts in Connecticut or previously engaged in recovery housing efforts in Connecticut, and practice nondiscrimination in the provision of assistance.
Assistance may be provided to primarily religious organizations that agree to provide all eligible activities in a manner that is free from religious influence. • Proposed applicant requirements are as follows.
- Eligible applicants may be Non-Profit Organizations with 501(c)3 status, experienced and knowledgeable in recovery programming and: a) be owners and/or operators of a Certified Sober Home, in good standing (as evidenced by documentation from the office of the Secretary of State) b) have operated the same house for 1 or more years and have participated in the NARR recertification process at least once.
c) own the property for which funds are being requested. A nonprofit may partner with a municipality. - Partnerships: Organizations may partner with other entities to combine expertise in recovery services and housing development.
- Proposed projects will improve and preserve the stock of affordable sober housing and/or increase access to housing for individuals through short-term subsidies in Connecticut. All Housing Proposals must meet all applicable Federal and State handicapped accessibility laws, codes, and requirements.
- Must serve people directly impacted by substance use disorders - 51% or more of program participants are Low- and Moderate-income individuals - A person who meets 80% of the area median income (preference given to projects serving individuals at or below 60% of area median income) or insured by Medicaid *** Applications from sober homes owned or controlled by minorities, women, persons with disabilities, veterans, or LGBTQ persons will be strongly encouraged.
• Proposed projects will be prioritized by: Applications from entities with the greatest need and ability to implement will be prioritized based on qualitative and/or quantitative information from applicants that demonstrates a need for RHP funding. The projected demand for the proposed recovery housing solution and the financial need for assistance will also be considered.
