Recovery Voucher Grant Program (RV) Recovery Voucher Grant Program (RV) Program Overview The Recovery Voucher (RV) Program provides housing assistance and supportive services to individuals and families experiencing homelessness who have an opioid use disorder (OUD). The program helps participants access safe, stable h ousing while supporting long-term recovery through coordinated housing and service partnerships.

The Recovery Voucher (RV) Program helps eligible households experiencing homelessness obtain and maintain housing while participating in OUD recovery-oriented services. Security deposit (if applicable) The RV program is administered locally by approved agencies across Wisconsin.
A person may be eligible if they are experiencing homelessness or housing instability, and Have an opioid use disorder (OUD) Are working with or are willing to work with a recovery-oriented service provider Eligibility determinations are made by local RV Administrators. How to Access the Program The Recovery Voucher program does not accept applications directly from individuals through the State. gov . For Agencies and Program Administrators The Recovery Voucher (RV) program is funded through the Department of Health Services (DHS) via opioid settlement dollars and is administered by the Division of Energy, Housing, and Community Resources (DEHCR).
The program supports local agencies that: Are members of a U.S. Department of Housing and Urban Development (HUD)-recognized Continuum of Care (CoC) or Local Homeless Coalition (LHC) Have current direct experience delivering services to people experiencing homelessness Agree to be RV Administrators for their entire CoC/LHC service territory.
This includes accepting client referrals, entering clients into the RV program, and working with recovery residences to house clients List of current RV Administrators (PDF) Eligible Agency Applicants Eligible applicants include: For more information on applicant eligibility, please see the 2026 RV Grant Program Manual (PDF) .
Grant funds may be used for: Monthly bed cost for a client and their family (if applicable) Security deposit (if applicable) All assistance must comply with applicable state and program requirements. For more information on reimbursable costs, please see the 2026 RV Grant Program Manual (PDF) .
Participating agencies must: Administer assistance in accordance with the 2026 RV Program Manual Ensure participating recovery residences meet applicable habitability standards Coordinate with recovery residences Maintain participant documentation and eligibility records Report program data and information as required by DEHCR For more information on program requirements, please see the 2026 RV Grant Program Manual (PDF) .
The Recovery Voucher program requires RV program administrators to collaborate with DHS recognized recovery residences. DHS recognized recovery residences must: Offer safe, healthy, family-like substance-free living environments that support individuals in recovery from addiction. Be centered on peer support and a connection to services that promote long-term recovery.
reinforce a substance-free lifestyle and providing direct connections to other peers in recovery, mutual support groups and recovery support services. Allow prescribed medications to be taken as directed by a licensed prescriber for treatment of OUD.
