Program Context & History Reimagine Oregon began as an initiative created by Black-led organizations and individuals working to dismantle systematic racism in Oregon. Community leadership created a movement that resulted in the launch of the Reimagine Oregon Economic Opportunity Investment Fund at Prosper Portland.

This grant program aligns with the Advance Portland strategic vision to foster wealth creation within underserved communities by creating access to economic opportunity for business development and growth. The goal of both the initiative and the investment fund is to provide economic opportunities to communities disproportionately impacted by cannabis prohibition.

The effects of Cannabis Prohibition involved communities that faced disproportionately higher levels of criminalization related to cannabis, resulting in multi-generational economic and social impacts. All projects funded by a Reimagine Oregon Economic Opportunity Investment Fund grant must benefit populations located in the City of Portland. Requests for funding must prioritize those disproportionately harmed by more than 80 years of cannabis prohibition. We encourage creative and innovative proposals.

Preferred proposals for funding will address one of the following below priorities: Track 1: For-Profit Business Funding Opportunity to Accelerate Business Growth & Entrepreneurship Standard grants will support for-profit businesses in strengthening and growing existing work and the scaling of new businesses. Strong proposals will promote entrepreneurship, job creation, and economic growth in Portland.

Award Amounts Range: $5,000 to $300,000 Anchor project grants will support local large-scale innovative initiatives designed to serve as a catalyst for economic growth and community development in Portland. These projects typically involve significant investment and collaboration among various stakeholders, including government agencies, private businesses, non-profits, and community organizations.

Their primary goals are to stimulate job creation, enhance infrastructure, attract new businesses, and revitalize neighborhoods.

Award Amounts: $50,000 to $700,000 Examples of projects include but are not limited to: providing strategic investment capital, supporting infrastructure development, business incubators and innovation centers that connecting businesses to new markets through partnership, networking, and mentorship, supporting community-owned businesses (e.g., cooperatives and other models of community ownership), and job creation and training programs, community hubs that have mixed-use developments and incorporate housing, retail, and community services – making neighborhoods more vibrant and self-sustaining.

Track 2: Nonprofit Organizations Funding Opportunity to Build Community Wealth and Economic Empowerment Standard grants will support non-profit organizations and those under a fiscal sponsor, that are focused on building community wealth, promoting economic empowerment, and supporting social enterprises.

Award Amounts: $5,000 to $300,000 Anchor project grants will have a lasting impact on the community engagement efforts and provide local opportunities for collaboration and scalability. Funds will help to create a diverse range of opportunities for various stakeholder community groups, to gather and organize around business development expertise and efforts to drive economic growth in Portland.

Award Amounts: $50,000 to $700,000 Examples of projects include, but are not limited to: increased employment opportunities, housing development projects, property acquisition, business hubs, and community centers.

Applications will be assessed by an advisory committee made up of community stakeholders and Prosper Portland staff, who will provide recommendations to the executive director for the annual grant awards determined by the Prosper Portland Board of Commissioners. The advisory committee will carefully review all proposals for available funds, using a structured rubric with weighted scores based on established evaluation criteria.

Strong proposals will: Demonstrate the impact to business growth and capacity to serve the community Demonstrate impact to communities disproportionally impacted by cannabis prohibition Demonstrate a well-defined plan to achieve business or program outcomes Demonstrate financial feasibility for the proposed budget and timeline Demonstrate financial need for proposal funding Alignment with Program Priorities & Values (as outlined in guidelines and Advance Portland) Project Feasibility and Impact Organizational Capacity, Team Expertise & Experience Budget Justification & Financial Need Multi-Generational Impact Serves or is Led by People Directly Affected by Cannabis Prohibition Organizational Experience & Proof of Expertise Additional evaluation criteria may be considered as well, providing a comprehensive framework for assessing each application.

This approach ensures a thorough and objective evaluation process that prioritizes projects with the greatest potential for positive community impact. Based on the established criteria and the intent of the grant program, the advisory committee will focus on selecting proposals that not only meet the basic requirements but also embody the values of equity, innovation, and community engagement.

As applications are evaluated, the committee will look for evidence of collaboration and partnerships that amplify the reach and effectiveness of the proposed projects. Successful applicants will likely showcase a clear understanding of the unique challenges faced by their target communities and present strategies to address these issues.

This might include initiatives that provide job training, foster entrepreneurship, or expand access to resources for historically marginalized groups. Additionally, the committee will prioritize proposals that leverage existing community assets and networks, demonstrating a commitment to sustainable practices and long-term impact.

This means that collaborations with local organizations, non-profits, and community leaders could enhance proposals, and strengthen a proposals readiness to engage and uplift the broader community. Awardees will be notified in mid 2025. Successful grant awardees will have 14 days from the grant award notification date to provide the following required documentation.

On November 8, 2016, Portland voters passed Ballot Measure 26-180, establishing a three percent tax on recreational marijuana sales in the city of Portland. Revenues from this Recreational Cannabis Tax (RCT) are allocated to drug and alcohol treatment, public safety investments, and support for neighborhood small businesses.

Since fiscal year (FY) 2018-19, Prosper Portland has received an annual allocation of RCT revenues to support community economic development activities and programs consistent with Portland City Code 6. 07.

145, which stipulates that cannabis revenue tax funds can be used to provide support for neighborhood small businesses, including women-owned and minority-owned businesses, such as business incubator programs, management training, and job training opportunities; and providing economic opportunity and education to communities disproportionately impacted by cannabis prohibition.

In 2020, Portland City Council committed to supporting Reimagine Oregon, which began as a statewide initiative created by Black-led organizations and individuals working to dismantle systematic racism in Oregon, by providing approximately $1,500,000 of RCT revenue on an annual basis.

Funding for this program was initially administered through the City Office of Community and Civic Life, but in 2023, City Council redirected administration of annual Reimagine Oregon program funds, in addition to $4,800,000 of one-time funding, to Prosper Portland for inclusion in the fiscal year (FY) 2023-24 budget. May I submit multiple applications to this funding round? We will only fund one application per organization, per round.

Those who were awarded a grant from the Reimagine Oregon grant program in previous years are not eligible to apply for funding in this round. I’ve received public funding before from Prosper Portland. Am I eligible for this funding round?

Yes, you are eligible to apply. If your proposal has previously received Prosper Portland funds the proposal to the Reimagine Oregon Economic Opportunity Investment Fund Grant Program must demonstrate how funds will grow, scale or expand the project. Those who were awarded a grant from the Reimagine Oregon grant program in previous years are not eligible to apply for funding in this round.

How does the Reimagine Oregon Economic Opportunity Investment Fund differ from the Reimagine Oregon movement? What aspects of Reimagine Oregon are engaged with the Reimagine Oregon Economic Opportunity Investment Fund?

Reimagine Oregon has compiled and noted multiple previous plans and proposals.

For the purposes of the Reimagine Oregon Economic Opportunity Investment Fund, the following sections of those proposals most directly note the need for economic development work: Imagine Black’s (Formerly Portland African American Leadership Forum’s) “ People’s Plan ” (Topic Area Chapter on “Economic Development: Revitalize Black Community Economy and Honor Black Workers”) The Coalition of Communities of Color’s Reports (“ Communities of Color in Multnomah County: An Unsettling Profile ,” and “ Leading with Race: Research Justice in Washington County ”) If I receive funding, what reporting obligations do I have to Prosper Portland?

Reporting requirements and timelines will be tailored to each proposal awarded and will be included in each grant agreement. Grantees will provide regular reporting, which may include qualitative and quantitative data. Grantees may be required to use a reporting form/platform provided by Prosper Portland.

If I am selected, how will the money be disbursed? Funds are available for disbursement after a grant agreement is executed with the grantee. Payments amounting to $50,000 or less will disburse in one lump sum; payments over $50,000 may be disbursed through multiple disbursements as outlined in the grant agreement and upon Prosper Portland receiving the required reporting.

Disbursements will begin upon execution of the grant agreement. Is there a deadline to spend the money? Funding shall be spent according to the grant agreement.

In some cases, money may be spent over and up to three years. What are communities disproportionately impacted by the Cannabis Prohibition? The effects of Cannabis Prohibition involved communities that faced disproportionately higher levels of criminalization related to cannabis, resulting in multi-generational economic and social impacts.

Cannabis was legalized in Oregon on July 1, 2015 under Measure 91. Does our proposal have to be related to cannabis businesses? No, your proposal does not have to be directly related to cannabis businesses.

It should affect communities disproportionately impacted by the Cannabis Prohibition – see above question for a definition. Does leverage funding help? It is not required, but it does demonstrate your willingness to collaborate with other community partners.

How many grants will be awarded? This depends on the amount and size of funding requests. First round requests (FY24-25) were supported by a one-time $5 million transfer of funds from the Office of Civic Life.

In the application we will ask you to self-select or “attest” as to whether you serve or have been either socially or economically disadvantaged and disproportionately affected by cannabis prohibition to help us understand more about the business or organization applying. On the website within the “Selection Process” section – we have shared a list of criteria we will use to evaluate proposals.

The impact of the cannabis prohibition is one of those factors we will consider; however it is not the only factor we evaluate for award decisions. Are grant funds taxable, and will I receive tax documentation? Most grants issued by local governments are considered taxable income by the IRS, however issues of taxability may be specific to the organization and their respective tax status.

In accordance with IRS guidelines, Prosper Portland will issue a form 1099-G to all grant recipients and furnish that information to the IRS in January. Prosper Portland cannot provide tax advice and recommend organizations consult a tax advisor or the IRS for additional support.
