Foundational Community Supports | Washington State Health Care Authority Foundational Community Supports Foundational Community Supports (FCS) provides supportive housing and supported employment services to our most vulnerable Medicaid beneficiaries. These services are designed to promote self-sufficiency and recovery by helping participants find and maintain stable housing and employment.
Provider enrollment and resources What is supportive housing and supported employment? FCS Supportive Housing helps individuals get and keep community housing. FCS Supported Employment helps individuals with barriers to employment get and keep a job.
FCS is a targeted Apple Health (Medicaid) benefit designed to meet the needs of individuals with significant barriers to finding stable housing and employment.

How can someone be referred to FCS?
Providers can refer clients who need supportive housing and supported employment to Wellpoint, the third-party administrator of FCS. Visit: Wellpoint’s FCS participant website FCS does not pay rent, rental subsidies, wages, or wage enhancements, but those eligible for FCS Supportive Housing may qualify for rental assistance through HRSN housing services or the Apple Health and Homes (AHAH) Rental Assistance Program.
Please view our HRSN housing services page for more information. Provider enrollment and resources How does provider enrollment work? To begin the application process, please complete the FCS New Provider Inquiry Form and attach the FCS Provider Application .
A SecureAccess Washington (SAW) account is required to complete this step. Please see the How to access the HCA support portal instructions or email the HCA FCS inbox if you have questions. The FCS team will review your inquiry form submission and determine whether to move your organization to our second phase of the application process.
If you receive a denial after you submit an inquiry form, you may reapply six months after your initial submission date. Provider enrollment is based on a variety of factors, including regional service gaps and enrollee demand. Enrollment is not guaranteed for applying providers and one-on-one feedback might not be available for denied applications.
To provide FCS services, organizations must hold an active contract with our third-party administrator (TPA), Wellpoint .
