Rental Gap Program

Rental Gap Program is sponsored by Urban Redevelopment Authority of Pittsburgh. The Rental Gap Program provides loans to nonprofit developers or developers with nonprofit partners for the creation and/or preservation of affordable rental units in the City of Pittsburgh. The program aims to increase the supply of affordable rental housing.

The Rental Gap Program eliminates funding gaps for affordable housing developments in the City of Pittsburgh. The Rental Gap Program (RGP) provides loans to developers for the creation or preservation of affordable housing units.

The RGP is designed to fill funding gaps for affordable rental housing developments that include units at 60% of AMI and below, which increases the supply of decent, affordable housing and eliminates property deficiencies. The property under construction must contain at least four units of affordable housing. A developer must comply with all building codes and relevant legislation from the funding source.

The URA staff must find the project is feasible, based on our underwriting. Priority for RGP loans is given to projects that are shovel-ready, or otherwise prepared to move quickly. The URA also prioritizes projects that will provide social services to future residents.

A deed restriction is recorded on the property or properties for which the funds are used. For RGP loans, the affordability period is at least 40 years. Priority is given to projects that are affordable for 99 years or permanently.

Please note, the Rental Gap Program is open to all eligible projects except those receiving, or applying for, 9% Low Income Housing Tax Credits from the Pennsylvania Housing Finance Agency.
