The Residential Septic Loan Program | WVHDF The Residential Septic Loan Program Need to fix a failing septic system or connect to public treatment? The Residential Septic Loan Program is here to help. Formerly known as the On-Site Systems Loan Program, this partnership between the WV Housing Development Fund and the WV DEP offers eligible homeowners the funding necessary for critical septic repairs, replacements, or sewer connections.
Borrowers may qualify for up to $10,000, repaid over 10 years at 2% interest. Information on loan payment will be provided at loan closing. Download the brochure for more information .

All RSLP loans are handled in-house. I have a working septic, but the public service district is expanding to my area. Can I get help with connecting to the new lines?
Yes! The RSLP can also help customers connect to new public lines as they become available, even if the homeowner has an existing and working septic system. How does the contractor get paid?
Upon satisfactory completion of the work (meaning the work has been approved by the county sanitarian or local health official), the Fund will issue a dual payee check to the loan holder and the contrator. No funds will be advanced prior to loan closing, which will happen once the work is complete and the health official has signed off. Who receives my loan payment?
All loan payments will be made directly to the Fund. Borrowers will receive payment information at loan close. Are there income limits?
Unlike our other programs, there is no income limit for RSLP. However, borrowers must demonstrate income sufficient to repay the loan. Please call 800-933-8511 for more information on qualifying.
