RESTORE program - Senior Citizen Home Repair The RESTORE Program offers financial resources to assist homeowners aged 60+ with the cost of addressing emergency repairs and code violations that pose a threat to their health and safety. Are you in need of an urgent repair to remain safe in your home?
The Residential Emergency Services to Offer (Home) Repairs to the Elderly (RESTORE) program, administered by Heart of the City Neighborhoods, Inc. (HOCN,) provides financial resources to assist senior citizen homeowners age 60 and over, with the cost of addressing emergencies and code violations that pose a threat to their health and safety or affect the livability of their home.
Assistance with the cost of these critical repairs will enable seniors to continue to live independently in their homes. This program is funded by NYS Homes and Community Renewal. Download our RESTORE Program Interest Packet here.
What types of repairs are eligible? This program may only address emergency repairs that will eliminate a hazardous condition or physical deficiency that poses an immediate threat to structure habitability or the health or safety of the senior resident, including: Repairs or replacements of failed heating system and hot water tanks, repair, stabilization or replacement of damaged or leaking roofs*, chimneys, roof vents and gutters.
*funding is limited and cannot address a full tear-off replacement. The Emergency Assistance Program can assist with full tear-off replacements. Correction of structural issues that create an immediate safety hazard, including foundations, floors, doorways, and decks for entry or egress.
Broken, inoperable or unsecured windows and door repair or replacement. Repairs to stairs that are a means of egress, both interior and exterior. Repairs to broken, cracked or damaged sewage and main water lines.
Repairs to electrical systems that present hazards. Are you eligible for assistance? Do you live within the Upper West Side, West Side, Lower West Side, Elmwood-Bidwell, Elmwood-Bryant, Allentown, Fruit Belt, Pratt-Willert, Masten Park or MLK Park, City of Buffalo defined Planning Neighborhoods?
Use the City of Buffalo’s Planning Neighborhoods Map to verify your planning neighborhood. Is the owner of the home at least 60 years of age or older? Do you own and occupy the residential unit as your primary address?
Are you up to date on City and County property taxes and water/sewer/user fee payments? Do you have current home insurance coverage? Does your annual, gross household income fall below 100% of the Area Median Income (AMI,) as defined by HUD?
