Retail Refresh Grant | Redevelopment | City of Sugar Land Economic Development The Retail Refresh Grant is a reimbursement-based grant offered by the Sugar Land 4B Corporation (SL4B) to help improve aging commercial prope rties in Sugar Land . The program provide s incentive s for experiential retail, innovative and market-driven concepts, and infill development on underutilized sites.
Reimbursement grants are available for owners of commercial center properties as well as prospective retail businesses. The grant is available for both commercial center or individual retail improvement projects. C ommercial center improvement projects : available incentives up to 20% of the project's total cost.
I ndividual retail er improvement projects : eligible for reimbursement of up to 30% of total project costs, not to exceed $75,000, for improvements that support experiential retail, innovative market-driven concepts or infill development that activates underutilized commercial sites. Property owner approval is required.
Projects must be approved by the SL4B Board of Directors prior to starting , and applicants are required to enter into a performance agreement. The minimum investment and grant funding amounts for qualifying projects will be determined by the Board on a project-by-project basis and will be negotiated with the Applicant. Funding is limited and will be awarded based on availability.
Preferred Development Outcomes Applicants are encouraged to submit a proposal that accomplishes two or more of the following preferred development outcomes: Modernization of building s’ facade Creation of public spaces Creation of vibrant activity centers Enhancement of parking infrastructure Stimulation of substantial economic impact Supporting foundational retail infrastructure in key opportunity sites The application is available online.

The Lawn at First Colony Mall In March 2025, the first Retail Refresh Grant project was approved to support enhancements at First Colony Mall. The project added a new outdoor play area, expanded seating, and additional picnic tables, creating a more welcoming public gathering space. The playground officially opened in Summer 2026.
