In 2006, Plano City Council approved a property tax increase of 2 cents per $100 valuation to be dedicated to an economic development incentive fund. Chapter 380 of the Texas Local Government Code allows Texas municipalities to provide a grant or a loan of city funds or services to promote economic development. Grants are performance-based payments based on a Company’s commitments.
Plano's Chapter 380 grants focus on stimulating employment and wages and have resulted in creating and/or retaining over 34,000 jobs and over $3 billion in property improvements since October of 2006. * **Job and Skills Development Grants** - intended to retain and attract high-wage jobs, train and recruit talent through workforce partnerships and encourage companies to target Plano residents to fill the jobs.
* **Site and Infrastructure Grants** - intended to stimulate new value that will be added to the tax rolls through real property improvements and assist with the renovation and modernization of corporate campuses to attract companies and workforce. * **Occupancy and Relocation Grants** - intended to assist a Company with relocation expenses.
* **Fees Rebate Grants** - intended to assist with a Company’s permit fee expenses paid to the City of Plano for building inspection, engineering and planning fees related to the construction and finish-out of the property. * **Specialty Grants for Small Businesses** - intended to assist with Small and Medium Enterprises (SMEs) and the production and marketing of products substantially made in Plano.
* **Hotel Grants** - intended to incentivize the construction of full-service business class hotels to promote meeting and conference room space and increase Hotel/Motel Tax revenue. * **Retail Revitalization Grants** - intended to promote the redevelopment and revitalization of retail centers to contribute positively to surrounding residential neighborhoods.
