Richard H. Gorsuch Scholarship

Richard H. Gorsuch Scholarship is sponsored by American Municipal Power, Inc. (AMP). This one-time scholarship award of $3,000 is presented to as many as five students annually who meet certain criteria, including being a student whose parent or guardian is an employee of AMP or an AMP Member.

AMP has partnered with Noteworthy AI to provide Members with streamlined access to pole inspection services powered by artificial intelligence. AMP's OSHA Compliance Program is a contractual-based program that assists Members in complying with workplace safety regulations. The Mutual Aid program is a network of municipal electric systems that stands ready to provide assistance to fellow municipal systems during emergencies that are too widespread to be handled by one system alone.

AMP's Generation Operations group provides the administration, management and oversight of AMP generation assets. The Circuit Rider program offers AMP Member communities the services of an experienced, qualified field superintendent.

Technical Training Programs AMP training programs are designed specifically for Member municipal electric systems seeking high-quality training designed to enhance safety and lead to greater system reliability and customer satisfaction. Since 1988, AMP has distributed $561,000 in scholarship awards. AMP prioritizes safety with quarterly safety meetings as part of a year-round safety program available to Member employees.

AMP’s OSHA Compliance Program is also available on a contractual basis. AMP publications are aimed at informing Member communities about AMP operations, the practices and benefits of municipal electric systems, and the electric industry in general. AMP maintains a diverse portfolio of power supply resources to meet the needs of its Member systems.

AMP's portfolio includes a combination of AMP and Member-owned generation with long-term contracts for power purchases as well as some seasonal and spot market purchases. Legislative, Regulatory & Legal AMP works closely with OMEA on monitoring legislative issues at the state and federal levels.

AMP's Key Accounts Services Program provides Members with value-added services designed to develop and enhance relationships with their existing key account customers. Hometown Connections, Inc. (HCI) is a non-profit utility services organization that offers public power utilities with guidance and access to quality products and services from a trusted entity with public power’s best interests in mind.

AMP provides financial educational forums and services to assist its Members through financing capital projects. Engineering and Technical Services AMP offers its Members a variety of technical services to help them improve the quality of service they offer their customers. The AMP Energy Control Center operates around the clock, 365 days a year and is the nerve center for AMP’s data monitoring and power supply acquisition efforts.

AMP offers energy efficiency and peak reduction services for AMP Members through its Efficiency Smart® program. AMP offers its EcoSmart Choice® green-pricing program, which allows customers of participating AMP Members to support renewable energy development. AMP offers support to Member communities in attracting new businesses, promoting development-ready sites and highlighting the benefits of public power.

Community Outreach and Public Relations AMP provides a number of projects, programs and awards to aid Members in promoting the value of public power in their communities. Community Energy Savings: Smart Thermostat Program The subscription-based smart thermostat program aims to enable AMP Members to combat increasing transmission and capacity charges by reducing their system peak demands.

The AMP Annual Conference provides an opportunity to learn from industry experts and network with peers. It attracts more than 350 elected officials, utility executives and staff from Member communities, as well as AMP staff, consultants and Municipal Electric Partners. AMP Transmission, LLC (AMPT) was formed in 2018 to improve reliability and provide transmission service to AMP’s Members.

The AMP Awards Program provides a great opportunity for AMP Members to draw attention to outstanding projects and people in their communities. Aggregation Consulting Services Through its wholly owned taxable subsidiary, AMPO, Inc., AMP provides consulting services to both electric and natural gas aggregations.

Advanced Metering Infrastructure (AMI) Program The AMP AMI Program offers public power utilities an advanced metering infrastructure solution purpose-built for their unique needs. Richard H. Gorsuch Scholarship Program Scholarship nomination form links are distributed to the Member electric utility or joint action agency, and not distributed to schools.

Nominations must be submitted to AMP by a Member electric utility or joint action agency representative on or before Dec. 19, 2025 . To establish an educational program encouraging high school students in AMP Member communities to further their education, and to create an awareness of careers in the municipal electric utility field.

There are up to five, one-time scholarship awards of $3,000 each. Rules and Eligibility Requirements The following provisions will govern the acceptance of an applicant: Nominee must be a student whose parent or guardian is an employee of AMP or an AMP Member.

If the parent or guardian is an employee of an AMP Member, that parent or guardian must: Work directly for, or provide management or leadership of, the electric utility, electric utility department, or joint action agency; or Spend at least 30 percent of their time directly supporting electric utility operations.

Nominee must be a graduating senior who has met all the basic requirements for college or technical school entrance and has a cumulative, unweighted grade-point average of 3. 0 or better on a 4. 0 scale.

Prior to receiving an AMP scholarship check, scholarship recipients must offer proof of enrollment at an accredited college, university or technical school for the next fall semester or quarter, unless an extension of time is granted. A time extension will be granted only if “just cause” is determined.

In the event that a student is unable to fulfill his or her enrollment obligations under this program, the award is forfeited and may be reassigned to another nominee by the AMP President/CEO. A check for the award will be written jointly to the recipient and the post-secondary school, or as a circumstance dictates.

Completed nomination forms must be completed by the Member electric utility or joint action agency and must be received on or before Dec. 19, 2025. A high school transcript, showing the nominee’s cumulative grade-point average on an unweighted 4.

0 scale for six semesters, must be received via email, fax or mail on or before Dec. 19, 2025. There shall be no more than one Gorsuch nominee per AMP Member.
