Rather than providing grants directly to companies, the program licenses privately managed Rural Business Investment Companies (RBICs) that invest equity capital in eligible rural businesses and agricultural technology ventures. Administered by USDA Rural Development’s Rural Business-Cooperative Service, RBIP helps address financing gaps that often limit the growth of rural businesses.
By attracting private investment into rural enterprises, the program supports innovation, job creation, and long-term economic development. Unlike traditional grant or loan programs, RBIP focuses on expanding access to private investment capital. USDA licenses qualified investment companies, which then raise private equity and make investments in eligible rural businesses.
