Rural Capacity Building for Community Development and Housing Program (RCB) This program focuses on strengthening the ability of local governments, Indian tribes, housing development organizations, rural CDCs, and rural CHDOs to carry out community development and housing activities that benefit low- and moderate-income individuals and families in rural areas.

Section 4 Capacity Building for Community Development and Housing Program Often referred to as the Section 4 program , this program enhances the capacity of CDCs and CHDOs to execute community development and housing activities that benefit low-income individuals.
