This expedited process helps to insure that invoices are prepared accurately and payments are received more reliably.

(SDICDSI) and San Diego Regional Center (SDRC) have zero tolerance for the abuse or neglect, in any form, of persons with developmental disabilities.

To reinforce this important tenet, our Board of Directors has approved a Zero Tolerance Policy regarding client abuse and neglect. The purpose of this memorandum is to notify you of this policy. A service provider who has knowledge of, or suspects the abuse or neglect of an SDRC client is required by law to file a report to the appropriate entities pursuant to Welfare & Institutions Code Section 15630.

Service Provider Responsibilities Service providers have a legal responsibility to protect clients from abuse and neglect. Any service provider who fails to report client abuse or neglect may be subject to penalties defined in law [Welfare & Institutions Code Section 15630 (h)].

In addition, upon becoming aware of a reportable incident or allegation of abuse or neglect of a client, service providers must take immediate action to protect the health and safety of the involved client and all other clients receiving services from SDRC. Service providers must ensure that all of their respective employees are fully informed of the SDICDSI/SDRC Zero Tolerance Policy and mandatory abuse and neglect reporting laws.

Each service provider employee must be knowledgeable of her or his responsibility to protect clients from abuse and neglect; the signs of abuse and neglect; the process for reporting suspected abuse or neglect; and the consequences of failing to follow the law. San Diego Regional Center has the immediate need for qualified Psychologists to provide Whole Person Assessments and expert testimony in order to meet the crisis needs of individuals with intellectual and/or developmental disabilities. Increase of Financial Management Services reimbursement rates for Participant-Directed Services Traditionally, San Diego Regional Center (SDRC) individuals have been able to access services through providers who are vendored th rough SDRC. With Participant-Dir ected Services (PDS), individuals have more flexibility and control over how, when, and by whom some services are provided to them.

Services that are included within PDS are: respite, day care, non-medical transportation, nursing, community-based training services, personal assistance, independent living skills, and supported employment services. In order for individuals to access PDS, they must work with a Financial Management Services (FMS) agency that assists with the management and funding of these services.

In order for regional center individuals to participate in PDS, SDRC must have FMS agencies who are willing to be vendorized to provide them. Currently vendored FMS agencies have indicated that the Department of Developmental Services (DDS)-set rates for FMS PDS are insufficient for them to take on this additional responsibility.

Because PDS is a needed and desired service-delivery model, SDRC is seeking increased FMS/PDS rates in order to expand the capacity of FMS agencies and service providers to support and offer PDS.

Project 2223-4 : San Diego Regional Center (SDRC) is seeking a proposal for a Housing Development Organization (HDO) entity to purchase an existing single-family home in San Diego County, and retrofit the home with any adaptations needed for the individuals who are targeted to live in the home. The facility will feature delayed egress and secured perimeter components.

SDRC seeks to develop a staff operated Level 4i Community Care Facility and house four children ages 6 to 12 served by the Regional Center. The home that is purchased and renovated by the HDO will be leased to a service provider who will provide the needed supports to the individuals who live in the home. This home will serve children who may have a combination of severe behavioral, medical, and/or severe self-care deficits.

The service provider will be selected through a separate Request for Proposal process. The start-up funds available are up to $300,000 for acquisition and $300,000 for renovations to the facility. If you have questions, please contact Community Services, 858-576-2966.

Proposal 2223-6: San Diego Regional Center (SDRC) seeks to develop a staff operated Enhanced Behavioral Support Home to serve four adolescents ages 12 - 17 who are presently residing at psychiatric hospitals and may have a combination of severe behavioral, medical, and/or severe self-care deficits. Residents may be either ambulatory or non-ambulatory.
