This BAA is for the National Marine Fisheries Service, also known as NOAA Fisheries. The purpose of this notice is to request applications for special projects and programs associated with the NOAA Fisheries strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This notice is not a mechanism to fund existing NOAA awards. Each NOAA Line Office that supports financial assistance (National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, and National Environmental Satellite Data Information Service) has a separate BAA found in Grants.gov, so applicants should submit their application to the BAA for the Line Office that best fits their application. A description of NOAA Line Offices is found at https://www.corporateservices.noaa.gov/public/lineoffices.html and https://www.noaa.gov/office-education. Applicants may also contact the Agency Contact below for more information. If you submit the same application to more than Line Office, mention this in your application and notify the relevant contacts so that NOAA may coordinate internally. Children's Book Project is a matching grant program from The Pilcrow Foundation that funds the purchase of new hardcover children's books for rural public libraries experiencing budget cuts. The foundation provides a 2-to-1 match: libraries that contribute $200–$400 from local sponsors receive up to $1,200 worth of books at retail value, selected from a curated list of 500+ award-winning titles. Eligible libraries must be independent rural public libraries, Native American Tribal libraries, or rural branches of larger systems within the 50 United States, located more than 40 miles from urban areas, with operating budgets under $150,000 and serving populations under 10,000. Libraries outside the U.S., urban/metropolitan libraries, and libraries with substantial budgets are not eligible. The application deadline is April 1, 2026.
On September 22, 2026, SBA awarded more than $8 million through the Federal and State Technology Partnership Program — 50 organizations, up to $180,000 each, 43 renewals and only 7 newcomers, performance beginning September 30. FAST is not a grant you apply for. It is a subsidy for the proposal help you are currently paying for, and the statutory match tiers explain why the strongest innovation states keep losing coverage.
Read articleOn September 2, 2026, SBA published an updated commercialization benchmark: firms with more than 25 Phase II awards in five years must derive at least 33 percent of total revenue from non-SBIR sources in FY2027, and 50 percent from FY2028 onward. It takes effect November 15, 2026. Because the measurement window looks backward three completed fiscal years, the first test is already decided — and the second is two-thirds decided. Here is the arithmetic, the history, and what firms near the line should do.
