Select the survey titled “2026-27 Title I 1003 School Improvement Grant (Basic). ” Section 1003 of the Elementary and Secondary Education Act (ESEA) requires that State Education Agencies allocate funds to LEAs identified for additional support through the accountability system to support the development, implementation, and monitoring of their individual district and school continuous improvement plans.

The 2026–27 Title I 1003 School Improvement Grant (SIG) Basic funds are provided to support the implementation and monitoring of strategies identified in the 2026–27 District Comprehensive Improvement Plan (DCIP) and School Comprehensive Education Plan(s) (SCEP). These funds also support the planning and development of the 2027–28 district and school improvement plans.

Target Districts are eligible for 2026-27 Title I 1003 SIG Basic funding. The following districts/schools are not eligible to receive 2026-27 Title I 1003 SIG Basic funding: Districts identified for Local Support and Improvement (LSI) Schools identified for LSI The individual support model for districts and schools can be found online at: https://data. nysed.

gov/ . Eligible LEAs must use Title I 1003 SIG Basic funding to establish and maintain district-level cohesive systems and structures that promote sustained school improvement. Expenditures must align with the 2026–27 DCIP, which incorporates and addresses the identified needs of schools implementing SCEP plans pursuant to section 1111(d).

LEA allocations are determined using the following new weighted funding formula based on identification status and student enrollment characteristics within identified schools: $20,000 per Target District; $20,000 per school identified for Comprehensive Support and Improvement (CSI), Additional Targeted Support and Improvement (ATSI), and Targeted Support and Improvement (TSI); $500 for every student in the district that attends a school identified for Receivership; $400 for every student in the district that attends a school identified for CSI-B 1 ; $300 for every student in the district that attends a school identified for CSI-A; $200 for every student in the district that attends a school identified for ATSI; $100 for every student in the district that attends a school identified for TSI; $100 for every student with disabilities (SWD) in the district that attends a school identified for CSI, ATSI, or TSI; $100 for every English language learner (ELL) in the district that attends a school identified for CSI, ATSI, or TSI; $100 for every economically disadvantaged student in the district that attends a school identified for CSI, ATSI, or TSI; and, $100 for every homeless student in the district that attends a school identified for CSI, ATSI, or TSI.

1 “CSI-A” refers to the subset of non-Receivership schools that are either newly identified for CSI based on the performance of the All Students group or schools re-identified for CSI because a subgroup that is not the All Students group is identified for CSI. “CSI-B” refers to the subset of non-Receivership schools that have been re-identified for CSI based on the performance of the All Students group.

These calculations use enrollment figures from the 2024-25 school year, which is the same year used to make the most recent accountability support model determinations. In addition to the formula-based allocation described above, each LEA’s allocation will also include a one-time transition amount equal to 20% of its 2025–26 Title I, 1003 SIG Basic allocation.

View the 2026-27 Title I, 1003 SIG Basic allocations for each eligible district. July 1, 2026 to June 30, 2027 Completed applications are due by July 1, 2026, and will be reviewed on a rolling basis. Upon completion of the district-level improvement plan, LEAs are encouraged to submit completed applications as soon as possible to expedite the review and approval process for 2026-27 Title I 1003 SIG Basic funding.

LEAs will need to: Upload the signed FS-10 into the Business Portal; AND Send via postal mail the blue ink signed original FS-10 and two hard photocopies to the address below. All costs must be encumbered during the project period.

Budget Amendment Deadline The Field Support Services Unit has a protocol for receiving, reviewing, and processing budget amendments for the 2026-27 school year. The “2026-27 Title I, 1003 School Improvement Grant (Amendment Request)” has been developed to allow electronic submission through the NYSED Business Portal. LEAs will merely need to answer four questions in the survey and upload a completed and signed PDF copy of their FS-10As.

Note: Hard copies of the original FS-10As, signed in blue ink, will also need to be mailed for any amendments. All budget amendments should be discussed with the program office prior to the submission of an FS-10A. To ensure sufficient review and processing time, amendments to add new activities must be postmarked and submitted no later than May 15, 2027.
