Education Trust Fund Advancement and Technology (A&T) Fund : A recurring, formula-based allocation provided annually to all Alabama public school systems for improvements in technology and infrastructure. Under Alabama Code § 29-9-4, “School Security” is explicitly listed as a premier eligible expenditure, allowing districts to use these reliable annual dollars for both hardware and software.

Districts access these funds by including school security technology in their annual A&T Budget Request submitted to the ALSDE each fiscal year. School Safety Supplemental Appropriation (Act 2025-268) : A $15 million one-time funding injection passed to provide immediate financial support for the enhancement of school facility security across Alabama.

These funds are automatically disbursed to LEAs on a per-pupil basis and are restricted to non-personnel safety expenditures. Approved uses include mobile emergency rapid response systems, surveillance upgrades, and software security applications. Districts must encumber the funds by September 30, 2026.

School Security and Fire Safety Fund (SB98) : A needs-based program established by the School Security Act of 2024 to assist local boards of education in meeting new state-mandated security criteria. Following a mandatory inspection and “grading” process (Green, Yellow, or Red), schools can apply for these funds to rectify security deficiencies.

Eligible expenses include silent panic alarms, door hardware, and emergency notification systems that ensure campus-wide communication. Funding is prioritized based on official State Security Rubric ratings. Alabama State Homeland Security Program (SHSP) : A federal pass-through grant administered by the state.

Public school districts are eligible applicants , and the program may also present opportunities for local government entities and certain healthcare organizations when tied to emergency preparedness, interoperability, and coordinated response initiatives. SHSP will be accepting applications from June 1, 2026 – July 15, 2026.

Alabama Nonprofit Security Grant Program : A program designed to fund physical security enhancements and preparedness activities for nonprofit organizations at high risk of terrorist attacks. The program will be accepting applications from June 1, 2026, through July 15, 2026. This is for private schools (K-12 and higher ed) and would also apply to nonprofit healthcare facilities.

Public schools are NOT eligible.

Districts determine how these funds are spent through their LCAP, which must address state priorities such as improving school climate and student safety. This flexibility allows districts to invest in campus safety initiatives and emergency response technologies, including the recurring costs of safety platforms.

Expanded Learning / ASES (After School Education and Safety Program) : The ASES Program provides state funding for before- and after-school enrichment for students in TK through grade nine. Created via Proposition 49, ASES supports safe environments and supervision during non-school hours.

Funding may support resources that ensure student and staff safety—such as tools for rapid emergency communication—with priority given to schools serving a high percentage of students eligible for free or reduced-price meals. Proposition 2 – School Facilities Bond : Approved by voters in 2024, Proposition 2 authorizes $10 billion for public education facilities, including $8. 5 billion for K-12 schools.

Distributed through the School Facility Program, these funds support modernization and infrastructure upgrades, with 10% specifically set aside for small school districts (fewer than 2,501 students). Eligible costs include telecommunication equipment and security infrastructure; notably, districts must submit a board-approved Five-Year School Facilities Master Plan to qualify.

Charter School Facilities Program (CSFP) : A specialized component of Proposition 2, the CSFP provides $600 million in competitive funding for charter school infrastructure. This program offers a 50/50 grant-loan match for new construction or the rehabilitation of district-owned buildings.

Eligible expenses include essential safety and security infrastructure, such as emergency alert systems, provided the charter school meets state financial soundness requirements. Student Support and Professional Development Block Grant : A $1. 7 billion discretionary, non-competitive block grant established by AB 121 (2025) to provide flexible funding to K-12 districts, charter schools, and County Offices of Education.

While the state identifies specific priorities such as literacy and math, the grant is explicitly defined as “discretionary,” allowing districts the legal authority to address rising operational costs and invest in school safety infrastructure. Districts can utilize these funds to implement wearable panic button technology as a critical safety measure that ensures a secure environment for student learning and staff well-being.

Awards are based on a per-ADA basis. Funds are available for expenditure through June 30, 2029. Mandate Block Grant (MBG) : A recurring annual funding stream that provides per-pupil allocations to districts and charter schools to offset the costs of state-mandated activities.

This discretionary and non-competitive block grant specifically covers requirements related to Comprehensive School Safety Plans (CSSP) and mandated emergency procedures. Districts can utilize MBG funds to bridge the gap between “paper compliance” and “functional response” by investing in technology that empowers every staff member to execute the emergency protocols required by law.

07(4), all Florida public and charter schools must implement a mobile panic alert system, known as Alyssa’s Alert, capable of real-time coordination with first responders. Initial state appropriations (approximately $6. 4 million annually beginning in FY 2020–21) supported early adoption of these systems.

However, there is no dedicated, ongoing statewide grant program for new panic alert system deployments, making district-controlled funding sources essential for implementation and upgrades.

Beginning in FY 2025–26, an additional $450,000 in recurring funds is designated for the development of a centralized statewide infrastructure to integrate panic alert systems with digital school mapping data and provide enhanced situational awareness to first responders.

Safe Schools Allocation (Florida General Appropriations Act):A recurring, formula-based funding stream provided annually to all Florida school districts through the Florida Education Finance Program (FEFP) . This allocation supports a wide range of school safety initiatives, including technology and communication systems used for emergency response.

Because funds are flexible and controlled at the district level, the Safe Schools Allocation is a strong funding source for panic alert systems and related safety technologies.

Allowable activities include staff training, mental health supports, emergency planning, and security technologies such as panic alert systems. The current grant period ends September 30, 2025. Governor’s School Safety & Security Funding : A formula-based enhancement added to Georgia’s existing school safety grants, delivering one‑time funding to every public K‑12 school across the state.

In early 2025, Governor Kemp proposed—and the legislature approved—an additional $50 million, which translates to about $21,635 per school, on top of the annual $47,125 baseline. In total, each school could receive approximately $68,760 for safety and security improvements.

Funds are flexible and may support safety personnel, mental health services, crisis counseling training, emergency communication, wearable panic buttons, and other enhancements tied to local safety plans. Schools must submit approved safety plans to access the funding.

School corporations, accredited non-public schools, charter schools, and coalitions of school corporations are eligible.

The Project Maximum and Match Requirement is u p to $100,000, based on Average Daily Membership (ADM) or pupil enrollment. Allowable expenses include purchasing equipment, hardware, materials, and technology to: expedite notifications of first responders, enhance emergency communications inside the building, assist with emergency medical response on school property, and assist with visitor management on school property.

The grant is open from June 1, 2026 – June 30, 2026 .
