**Ideas for Nonpoint Source Projects: Information, Resources, and Examples** A NPS Capacity Building Tool The Massachusetts Department of Environmental Protection (MassDEP), through the Nonpoint Source (NPS) Management Section in the Watershed Planning Program (WPP), developed INSPIRE as an online GIS-based capacity building tool.
It shares information about the Clean Water Act (CWA) Section 604(b) and Section 319 grants; showcases successful grants-funded projects throughout the Commonwealth as examples; and presents a collection of geospatial layers as resources to help communities develop new project ideas for competitive grant proposals. In the panel at the top of the screen, there are tabs that display the following NPS grant project categories.
**Planning Grants:** This tab showcases all §604(b) assessment and planning projects and §319-funded capacity building projects from 1990 to the present. **Watershed-Based Plans (WBPs):** This tab showcases MassDEP accepted nine-element WBP's, which are required for Action Grants. **Action Grants:** This tab showcases §319 implementation projects (restoration of impaired water and healthy water protection) from 1991 to the present.
**All NPS Grants**: This tab showcases all §604(b) and §319 projects (excluding the statewide projects) from 1990 to the present. **Statewide Projects:** This tab showcases statewide projects completed in Massachusetts from 1990 to the present. Grantee addresses are used as the project locations in the map.
Please note that some grantees have multiple projects, which share the same data point. **Timeline:**This tab showcases all the §604(b) and §319 projects in a progressive time sequence of two-year increments from 1990 to present. The following widgets have been provided in all tabs to maximize the INSPIRE user experience.
**Horizontally in white boxes (top left in the main map area):** **Search:**Allows users to find features, records, or locations based on specific layouts and locaters. **Basemap:**Displays a gallery of 45 basemap options provided by ArcGIS Online. **Measure:**Includes measurement tools for measuring area and distance.
**Vertically in blue icons (on the left-hand side of the main map area):** **Information:** Provides information about each map, and how the layers are important to the §604(b) and §319 grant programs. **Draw:**Create simple graphics for points, lines, and polygons on 2D web maps and 3D web map scenes. The widget supports adding measurements to drawn graphics for coordinate position, length, perimeter, and area.
**Print:** Print web maps. The widget includes options for previewing extents, selecting layouts, and more. **Vertically in blue icons (on the right-hand side of the main map area):** **Legend:**Displays labels and symbols for layers that are currently visible in the map.
**Map Layers:**Displays a list of labels and symbols for 22 layers in the map and allows the user to control the visibility of these layers. **Add Data:**Temporarily add data sources to the app. Added data can be managed and filtered and viewed in tables.
Data cannot be saved. **Near me:**Find and summarize data about features within a certain distance of a defined location. **Filter:**Projects can be filtered based on expression criteria like award year, grantee, towns, major basin and award amounts.
