Capital Outlay - New Mexico Aging and Long-Term Services Department - ALTSD Capital outlay appropriations are made to Aging and Long-Term Services Department (ALTSD) to fund senior center projects, statewide to both local government and tribal governments. Projects include, new construction and renovations including equipment, and for the purchase of vehicles. Applications are submitted through the application database.
ALTSD provides a recommendation of projects for consideration in the upcoming legislative session. The Capital Project Bureau (CPB) also tracks all capital appropriations and fiscal information, monitors the expiration dates of capital appropriations, and ensures timely reversions of expired appropriation balances.
Staff provides training and technical assistance to local or tribal governments regarding planning, project management and administration of capital project appropriations. May 22 – Last day to submit Notices of Obligation (NOO’s) for the fiscal year. July 10 – Last day to submit Request for Payments (RFP’s) for the fiscal year.
For projects reverting on 6/30/2026, if project’s remaining funding will revert.
Please submit an official letter that: – Identifies the A-code, senior center name, and fiscal agent – States the amount to be reverted – Is signed by the appropriate leadership representative The template can be found on this page under Forms or by clicking here Please make sure that you include all supporting documents to ensure that your payment requests are processed in a timely manner.
