The CDC Foundation is announcing a Request for Quotes (RFQ) from filmmakers for the development of short documentary film about the use of death data to inform cervical cancer interventions in South Africa. The CDC Foundation is an implementing organization of the Bloomberg Philanthropies Data for Health Initiative.

The CDC Foundation has supported the government of South Africa since 2020 to strengthen its civil registration and vital statistics (CRVS) system and advance its use public health data to inform public health decision-making. Cervical cancer is the second-most common cancer and the leading cause of cancer-related deaths among women in South Africa.

The Ministry of Health is using cause-of-death data from the CRVS system to inform and prioritize cervical cancer prevention and early detection interventions. The CDC Foundation seeks to contract a filmmaker who can develop a short documentary film telling the story of the role of CRVS data in understanding public health threats and the actions South Africa is taking to prevent, detect, and treat cervical cancer to save lives.

The CDC Foundation will identify interview subjects and filming sites, provide interview guides, and provide input on the overall story and editing of the film. 1. Videography: Provide four days of filming between September 2 – 5, 2026, with an additional day of filming in November, date to be confirmed later.

The videographer will supply their own 3 film and sound equipment. They will accompany CDC Foundation staff to identified filming sites and film interviews and footage for b-roll. 2.

Photography: Photograph interview subjects and capture additional photos that could be used in the film and/or film promotion. 3. Editing and production: Review raw footage, and in collaboration with CDC Foundation staff, identify interview segments to include in the film.

Edit footage and incorporate music to produce a short documentary film, estimated 5 – 10 minutes in duration. If voice over is needed, coordinate recording with a voice artist. 4.

Revision: Revise the film following three rounds of revision from the CDC Foundation and the Data for Health Initiative. Up to $50,000 will be awarded for this project. The project timeline runs from August 24, 2026 to February 26, 2027.

Detail how you propose to complete the work described in a 6-month period. Budget. Use the attached budget spreadsheet as well as include a short budget narrative. The anticipated method of payment for this work will be fixed price, deliverable-based.

Personnel. List the key personnel you are proposing work on the project and their qualifications. EVALUATION AND SELECTION CRITERIA Submissions will be evaluated on vendors’ qualifications, expertise, and reasonableness of cost.

The MPA will be based on the fee proposed and awarded and will be negotiated as part of the resulting contract. FUNDING SOURCE The agreement resulting from this RFQ will be supported by funds from Bloomberg Philanthropies. Applicants should not have any affiliation with or received support from the tobacco industry or its associates in the past five years.

NOTIFICATION All respondents will receive notification of whether they are selected. The CDC Foundation will not provide scores or specific review feedback to unsuccessful applicants.
