Community Development Department Housing & Grants Division The City of Citrus Heights Housing Rehabilitation Program leverages multiple funding sources including Community Development Block Grant (CDBG) funds, CalHome funds, Permanent Local Housing Allocation (PLHA) funds, and program loan repayments to provide financial assistance for critical health and safety repairs to owner-occupied homes.
By combining these funding sources, the City is able to maximize available resources, preserve and improve the local housing stock, extend the useful life of existing homes, and help low- and moderate-income homeowners remain in safe, decent, and affordable housing. Please note that the program is funded through grant resources and program income and does not utilize General Fund dollars.
The Housing Rehabilitation Program is intended to: Preserve and enhance the community's existing housing stock. Support boarder neighborhood conservation and revitalization efforts. Provide a means for very low-, low-, and moderate-income homeowners to make essential improvements to their homes, promoting safety, livability, and long-term affordability.
The 2026 HUD Income Limits determine eligibility for housing assistance programs based on household size and county. Updated annually, they reflect local housing costs and categorize income into Extremely Low, Very Low, Low, and Moderate levels to help target assistance to those most in need.

The Single-Family Rehabilitation Loan Program provides financial assistance to help eligible homeowners complete critical repairs that improve health, safety, and habitability. Up to $60,000 is available for essential home repairs, including roofing, HVAC, plumbing, electrical, water damage, dry rot, and more, for owner-occupied single-family homes, condominiums, and detached half-plexes.
2% simple annual interest rate 0% interest available for very-low-income households, seniors (62+), and/or permanently disabled households Principal and accrued interest deferred for 30 years Loan becomes due upon sale, title transfer, or if the home is no longer owner-occupied To get started, complete a quick pre-screen application to determine basic eligibility based on income, property location, and repair needs.
If you qualify, you’ll be invited to submit a full application for further review and potential assistance. Citrus Heights Pre-Screen Housing Rehabilitation Program Application Handicapped Accessibility Grants Program Status : Funding is dependent upon approval and availability. Up to $5,000 grants for eligible persons 65 years old and or permanently disabled to make improvements to the accessibility and safety of the home.
Includes ramps, grab bars, visual alarms, and more For owner-occupied homes, including single-family, manufactured homes, condominiums, and half-plexes that are separate from adjoining structure Critical Home Repair Grant Program Status : Funding is currently not available at this time. Up to $20,000, grants are made to homeowners who live in a manufactured/mobile home for emergency health and safety repairs.
