SBIR - Technology Partnerships Office NOAA’s Small Business Innovation Research Program The Small Business Innovation Research (SBIR) program is a highly competitive merit-based grant program that encourages U.S. small businesses to engage in federal Research/Research and Development (R/R&D), with the end goal of developing innovative and commercially-viable products or services.
Including qualified small businesses in the nation’s R&D arena stimulates high-tech innovation. The United States gains entrepreneurial spirit as it meets its specific research and development needs. NOAA’s SBIR is focused on developing products and services across our mission areas.
