Small Business Innovation Research (SBIR) is a competitive federal grant program administered by the Small Business Administration that funds U.S. small businesses to develop and commercialize innovative technologies aligned with federal agency missions. Phase I awards up to $275,000 support feasibility research; Phase II awards up to $1. 8 million fund continued development and commercialization.
Eligible applicants must be U.S.-based for-profit companies with 500 or fewer employees and more than 50% U.S.-citizen ownership. Eleven federal agencies including EPA, NIH, DOE, and NASA issue separate annual solicitations. Since 1982, SBIR has funded thousands of companies advancing technologies across environmental, medical, defense, and energy sectors.

On September 2, 2026, SBA published an updated commercialization benchmark: firms with more than 25 Phase II awards in five years must derive at least 33 percent of total revenue from non-SBIR sources in FY2027, and 50 percent from FY2028 onward.
