Small Business & Economic Development - IVCanDO Business & Economic Development Business & Economic Development Community Capacity Building Business & Economic Development Community Capacity Building Jackson County PIER Microenterprise Funding IVCanDO has received funding through Oregon Housing and Community Services PIER Program to help support Jackson County, Oregon small business owners recover from the impact of the 2020 Labor Day wildfires.

IVCanDO has been able to approve over 150 loans to leverage local small and micro-businesses since 2000.
Revolving Loan Fund client portal >> Small Business Lighting & Security Upgrades In partnership with Cave Junction City Hall, IVCanDO has aided businesses along the 199 Redwood Highway corridor install security cameras and is in the process of getting outdoor lighting installed to help with nighttime safety. Over 20 businesses have participated in this program!
Additionally, in partnership with the Energy Trust of Oregon, IVCanDO helped small businesses replace their indoor lighting with energy-efficient LED lights at no cost to the business owners. Learn more about our Energy Trust of Oregon partnership >> Illinois Valley Chamber of Commerce Partnership IVCanDO provides financial services to the Illinois Valley Chamber of Commerce, which assists businesses in the Illinois Valley.
We also provide technical and outreach support for Chamber events and initiatives. Visit the Illinois Valley Chamber of Commerce website >> COVID-19 Relief Grants are NO LONGER AVAILABLE. In partnership with Josephine County, the State of Oregon and other local organizations, IVCanDO helped distribute over $585,000 in grant funds as of September 2021 within Josephine County.
These grants were available to small businesses to increase economic support to those impacted by the Covid-19 pandemic and encourage economic development in our area. Funds were used for local infrastructure projects, economic development, and wildfire recovery. Cave Junction Farmer’s Market Cave Junction Farmer’s Market Providing the Illinois Valley farmers, bakers, artisans, and makers a weekly venue in which to showcase their wares.
The Market was formed with support from USDA grant funds in 2013. The Cave Junction Farmers’ Market has become self-sustaining with IVCanDO acting as fiscal sponsor. Follow the Cave Junction Farmer’s Market >> Illinois Valley Childcare Cohorts IVCanDo’s Child Care Business Cohort formed in response to a severe lack of childcare providers in the Illinois Valley.
Working in cross-sector partnership, IVCanDo organized the Cohort and the Child Care Resource Network, which is part of the Southern Oregon Education Service District, brought all the required classes to the Illinois Valley. The Illinois Valley Business Development Center (IVBEC) , a part of the Small Business Development Center of Rogue Community College, offered business skills enhancement, counseling, and loan-readiness.
Before the Cohort, there were ZERO licensed or certified child care available in our area. As a result of the Cohort, our community gained one DHS listed in-home care provider and Josephine County’s only year round, outdoor preschool, Art and Science Kids . IVCanDO partners with the American Red Cross to help improve home fire safety throughout the Illinois Valley.
Through this partnership, qualifying households may receive smoke detector installation, fire safety education, and access to preparedness resources designed to help keep families safe. Many households connect to these services through a home assessment, allowing our team to identify safety concerns and available resources that may help improve the health, safety, and resilience of the home.
IVCanDO is a subrecipient of the Thriving Communities Grant, which aims to fund community-led projects that support the just treatment and meaningful involvement of all people in shaping the places where they live, work and play. Through this grant, IVCanDO has received funds that can be used towards implementation of community clean ups, HVAC project installs, and septic repair or replacement for low income households.
In November 2025, we partnered with the Motherline to assist with the Clean Sweep at the Kerby Mainline Road. Keep an eye out for future clean up opportunities! IVCanDO plans to launch a septic program in early 2026.
If you have septic needs, please contact IVCanDO at (541) 592-4440. The HVAC portion of this grant is complete and assisted the installation of 8 heat pumps in the Illinois Valley. In 2021, the Oregon Legislature enacted legislation to help achieve Healthy Homes for low-income households and communities impacted by environmental justice factors.
IVCanDO is one of 34 grantees selected for the inaugural round Oregon Health Authority’s Healthy Homes Grant Program (HHGP), designed to maximize energy efficiency, extend the usable life and improve the health and safety of residences.
In the fall of 2024, HHGP received an additional award from the Climate Equity and Resilience Through Action grant through the Oregon Department of Environmental Quality, allowing HHPG grantees additional funding for weatherization activities in homes.
Through this program, low-income households in the Illinois Valley may qualify for home upgrades including roof repair/replacement, window and door replacement, insulation, home air sealing, electrical upgrades, HVAC upgrades, foundation repairs, and ADA upgrades such as door widening, ramp building, and grab bar installation. Low-income households also may be eligible to receive no-cost air purifiers and carbon monoxide detectors.
Funds will be available for this program on a rolling basis through fall of 2027. IVCanDO is proud to partner with Energy Trust of Oregon to bring energy-efficient opportunities to homes and small businesses throughout the Illinois Valley. Through this partnership, IVCanDO provides program management for select Energy Trust programs, helping ensure these valuable resources reach our rural communities. Our shared commitment to supporting the people we serve makes this partnership a natural fit.
Single-Family, Manufactured Home, and Multifamily Energy Efficiency Upgrades IVCanDO and Energy Trust of Oregon are working together to help Illinois Valley residents lower their energy bills and improve home comfort. We now offer no-cost home energy assessments for qualifying Pacific Power and Avista customers to identify eligibility for incentives toward energy-efficient upgrades.
This program is available for both owner-occupied homes and rental properties. For rentals, homeowner permission is required before assistance can be provided. If you’re interested in scheduling a no-cost home energy assessment, please contact IVCanDO at (541) 592-4440.
Commercial Energy Efficiency Upgrades In 2022, IVCanDO partnered with Energy Trust of Oregon to help deliver no-cost lighting upgrades to commercial businesses in the Illinois Valley. More than 50 businesses and community organizations in the valley have received no cost upgrades to energy efficient LEDs, and free disposal of old lights.
Although this phase of our partnership has run its course, IVCanDO is working with Energy Trust to continue to bring energy efficient upgrades to commercial properties across the valley.
