Small Island Developing States Capacity and Resilience Programme (SIDAR) - Caribbean Community Climate Change Centre Small Island Developing States Capacity and Resilience Programme (SIDAR) – Caribbean Community Climate Change Centre The interventions are divided into two (2) main components that are interlinked.
The successful implementation will depend on the alignment of the activities within each of the components and the continued support provided by the CCCCC and FCDO.
The first component addresses the operational capacities for accessing climate finance by embedding project development specialists within each beneficiary country; whereas, the second component is intended to enhance the capacity of the CCCCC to support access, delivery and absorption of climate finance amongst the beneficiary countries.
Component 1: Increasing access to climate finance mechanisms and instruments – This component builds on the previous and on-going initiatives such as the Commonwealth Climate Finance Access Hub. It draws on the lessons learnt in proposing the strategies and approaches to address approval, absorption and delivery issues among CARICOM member states.
This component focuses on building the capacity of strategic ministries and departments aimed at mobilizing climate finance through the development and approval of projects/programmes. Outcome 1: Increased access to climate finance mechanisms and instruments Output 1. 1: Funding Proposals developed and submitted to selected climate finance mechanisms Output 1.
2: Readiness and Preparatory funding mobilized from selected climate finance mechanisms Component 2 : Enhancing the capacity of stakeholders in selected CARICOM member States to access and mobilize, deliver, manage and implement climate finance – This component is aligned with the capacity needs of SIDS to accelerate approval, absorption and delivery of climate financing.
The direct capacity support to be provided via the ‘Helpdesk’ will be essential to support various aspects of the approval process, which includes providing clear step by step guidelines from the onset for project development. Outcome 2: Enhanced capacity across CARICOM member States to access and mobilize, deliver, manage and implement climate finance. Output 2.
1: Key stakeholders trained and or supported in project/programme development and management, procurement, M&E, ESS, gender and climate finance. Output 2. 2: Key stakeholders engaged through regional dialogues to share lessons learnt on project cycle and accessing climate finance.
