SANDAG - TransNet Smart Growth Incentive Program TransNet Smart Growth Incentive Program The Smart Growth Incentive Program (SGIP) provides San Diego County residents with safer, more efficient, and accessible transportation.
Funded by TransNet, the half-cent sales tax approved by voters in 1988 to fund local transportation projects, SGIP funds comprehensive public infrastructure projects and planning activities that facilitate compact, mixed-use, transit-oriented development and increase housing and transportation choices.
Since 2009, nearly $60 million in TransNet funds have been distributed to the cities and the County of San Diego to complete scores of planning and capital projects. On December 12, 2025 , the SANDAG Board of Directors approved the TransNet Smart Growth Incentive Program (SGIP) Cycle 6 Planning and Climate Action Planning projects funding awards.
On January 23, 2026 , the Board approved the TransNet SGIP Cycle 6 Capital Project Funding awards. SANDAG will provide $55 million to 36 local projects which will be implemented across 14 cities and the County of San Diego, making this the largest funding cycle in the program’s history.

Cycle 5 Call for Projects On May 25, 2018 , the SANDAG Board of Directors approved one Climate Action Planning grant for $150,000.
On July 27, 2018 , the SANDAG Board of Directors approved 12 planning grants to receive $4. 5 million in funds. On October 26, 2018 , the SANDAG Board of Directors approved 11 capital grants to receive a total of $22.
