SC CDBG – Improving Communities 2026-2030 Consolidated Plan & 2026 Annual Action Plan The State of South Carolina has prepared the 2026-2030 Consolidated Plan for funding that will be received over the next five years, for the five regular HUD Programs - CDBG, HOME, NHTF, ESG and HOPWA. The Consolidated Plan is required by HUD every five years, and it is required to receive funding for the five regular HUD programs.
The Consolidated Plan also includes the first Annual Plan, or the Annual Action Plan for Program Year 2026 (April 1, 2026 - March 31, 2027). The 2026-2030 Consolidated Plan, which includes the 2026 Annual Action Plan and the 2026 CDBG Program Description was available for review during the 30-day public comment period which began January 18, 2026, and ended February 19, 2026. A public hearing will be held on January 16, 2025 at 10:30am at 1201 Main Street, 15th Floor Conference Facility, to obtain input on the plan. Written comments on the plan will be accepted from December 30, 2024 through 5pm on January 28, 2025. Copies of the draft Action Plan and the draft 2025 program plans for CDBG and HOME can be downloaded using the links below.
