The South Carolina Educator Information Pipeline (SCEIP) | IES The South Carolina Educator Information Pipeline (SCEIP) State Longitudinal Data Systems South Carolina Department of Education (09/25/2023 - 09/24/2027) The South Carolina Department of Education (SCDE) requests a State Longitudinal Data Systems (SLDS) grant under the infrastructure and interoperability priority for the South Carolina Educator Information Pipeline (SCEIP), a four-year project to extend the state’s current data collection, storage, and reporting process to include educator and post-secondary student information from disparate sources.

The goal of SCEIP is to extend SC’s current SLDS to incorporate siloed educator data. By bringing together the data currently siloed in three independent applications, SC EDUCATOR, SC LEAD, and SC TEACHER, this project will enable educator preparation programs (EPPs) to access longitudinal data to measure the impact and effectiveness of their programs.

EPPs, state legislators and policymakers, current and prospective educators, and other stakeholders have a vested interest in understanding preparation program capacity, program effectiveness, and educator supply and demand. Many of the necessary elements to develop that understanding currently exist in the siloed systems. SCEIP will allow policymakers to access data to plan more effectively.

The SCDE will work with four institutions of higher education (IHEs) that house EPPs around the following outcomes: Data governance structure for educator preparation and educator workforce data Aligned P20+ educator preparation data pipeline Increased availability of educator data Accurate project documentation A dashboard accessible to stakeholders and the public.

Consolidating the siloed data systems within a SLDS requires specific activities, including coordination of a diverse set of stakeholders, developing a well-defined data governance system, cataloging the data elements that are needed to inform the project, converting the native data formats to Ed-Fi and then to the Common Education Data Standard (CEDS), and finally, orchestrating the data collection, storage, and dissemination pipeline.

Four IHEs will pilot the data collection and storage and implement a local data governance system. SCEIP will allow the SCDE, the partnering independent data applications, the piloting IHEs, and other stakeholders a more comprehensive picture of how effective EPPs in South Carolina are at addressing the needs of the prospective educators, students, and local education agencies they serve.

The SCDE is also interested in assisting the US Department of Education by participating in the development of open-source data use assets built upon the CEDS and within the Open Source Community. The outcomes of SCEIP will provide both an opportunity to inform and to reform educator preparation practices. For these reasons, SC requests $3,978,504 for SCEIP.
