Sowing Enriched and Enhanced Datasets (SEED Grant) Program is sponsored by Indiana Geographic Information Office (IGIO). The SEED Grant Program supports improved data quality of selected spatial datasets managed and developed by local county governments in Indiana. It provides funding to enhance key framework datasets collected in the Data Harvest program.

## **S**owing **E**nriched and **E**nhanced **D**atasets (SEED Grant) ### SEED Grant Program Mission #### To support improved data quality of select spatial datasets managed and developed by local county governments ### SEED Grant Program Overview For over a decade, on a voluntary basis each year, all 92 Indiana counties have participated in the Data Harvest program managed by the Indiana Geographic Information Office.

The Data Harvest program requests a set of key framework spatial datasets from each county and combines these datasets into statewide datasets. The data is then shared through the IndianaMap Open Data platform for use by everyone. The IGIO SEED grant supports the Data Harvest by providing funding to local county governments to improve the quality of the key framework datasets collected in the Data Harvest at the source.

## Eligible Projects Supported by SEED Grant Funding ## The IGIO has prioritized projects to be funded through this program.

Priority One Priority Two *Priority Three ** * Creating or improving address ranges * Creating or improving alias street names * Improving address point data * Improving street centerline data* Improving parcel data * Improving incorporated community boundaries* Improving administrative boundary data, including: * Provisioning Boundaries * Police/Law Enforcement Boundaries * Library District Boundaries * School District Boundaries * Tax District Boundaries * TIF District Boundaries * Master Street Address Guide (MSAG) GIS Reconciliation * Automatic Location Identification (ALI) GIS Reconciliation *To receive funding only for Priority Two projects, counties must provide verification that the data layers related to Priority One projects meet the success criteria outlined in the Notice of Funding Opportunity (NOFO) document.

**To receive funding only for Priority Three projects, counties must provide verification that the data layers related to both Priority One and Priority Two projects meet the success criteria outlined in the Success Criteria section of the NOFO. Datasets from multiple priorities may be improved simultaneously. Skipping priorities is not permitted.

## Eligibility and Requirements: ##### **Eligible Applicants:** County Governments 1. Applicants must use the funding to improve key framework spatial datasets. For the purpose of this grant, the key framework datasets include address point, street centerline, parcel boundary, and administrative boundaries datasets.

2. The data improvements must be made to countywide datasets and may not exclude incorporated communities or other areas. 3.

The IGIO requires all applicants to consult extensively within their authoritative area to ensure that communities, addressing authorities, city/town departments, county departments, emergency management agencies and other agencies can work in meaningful collaboration to develop and implement sustainable data quality management practices. 4.

All parties performing data improvement work must complete the requirement outlined in the Qualifications section of the NOFO. Funding supports a maximum allocation of $30,000 with additional funding possible based on demonstrated need. The minimum allocation is $5,000.

The application period will remain open on a rolling bases for fifteen (15) months. Each month during the application period a maximum of eight (8) awards will be awarded.

Eligible applications not awarded will carry forward to the next month. The performance period begins on the date of award and continues for one-year (1 year). ## Applying for Grant Funding In 2023, the State of Indiana adopted a new grants management system called Euna Grants (formerly eCivis).

Part of a larger initiative to improve grants management in Indiana, Euna Grants will track grants from application to closeout, establishing a more effective framework for managing grants. All state agencies are required to use this new grants management system to manage state and federal grants and fulfill their subrecipient monitoring responsibilities.

Applicants for state and federal grants from the Indiana Office of Technology will access grant solicitations via the SBA website or private link. Applications will be submitted electronically through the Euna Grants Portal, and schools will receive their award notices via Euna Grants.

Following receipt of their award, schools will use Euna Grants to manage their grants, including submitting activity reports, requesting reimbursement, and conducting grant close-out activities.
